Job DescriptionPosition Title

Administrator / Assistant Administrator / Patient Financial Services Manager โ€“ Outpatient

Department: Administration / Fiscal Services

Reports To: Regional Director

Supervises: Outpatient Departments and Fiscal Services


Entry Level Qualifications
  • High School Diploma or GED required; some college with a focus on business, accounting, or healthcare administration preferred.

  • Minimum of two (2) years of business office experience in a healthcare, banking, or insurance setting required.

  • One (1) year of supervisory or relevant leadership experience preferred.

  • Proficiency in office equipment, including calculators, computers, copiers, and fax machines.

  • Strong organizational, interpersonal, and communication skills.

  • Valid driver's license and a safe driving record.

  • Physical and emotional capability to function effectively under stress.

  • If recovering, two years of continuous, verifiable abstinence/sobriety required.


General Responsibilities
  • Manage and supervise day-to-day business office and financial operations.

  • Plan, organize, and control the overall functions of the outpatient facility in accordance with corporate policies and objectives.

  • Oversee all financial procedures, including billing, collections, accounts receivable, and accounts payable, ensuring monthly financial goals are met.

  • Maintain and manage patient records and ensure compliance with federal regulations such as 42 CFR Part 2 and HIPAA.

  • Act as the financial consultant to the Regional Director regarding receivables and payables.

  • Establish and maintain effective communication between referral sources and the facility.

  • Coordinate with clinical and professional staff to deliver optimal patient care.

  • Assist with marketing, community events, and other administrative tasks as directed.


Essential Functions
  • Perform billing, collections, admissions, cash posting, and data entry tasks.

  • Prepare and review financial reports, including revenue, collections, and admissions data.

  • Maintain patient records, including storage, retrieval, and closeout procedures.

  • Participate in department head, utilization review, and committee meetings as assigned by the Regional Director.

  • Supervise and direct all facility affairs in accordance with established Bradford policies and practices and ensure compliance with all Bradford Health Services policies and procedures.

  • Carry out all policies established by corporate directives.

  • Reconcile petty cash and maintain the administrative fund checking account.

  • Ensure accurate daily financial operations, including balancing receipts and posting patient charges.

  • Monitor accounts receivable for timely collection and disposition of outstanding accounts.

  • Monitor inventory of supplies and coordinate ordering and receiving to ensure adequate availability for facility operations and quality patient care.

  • Supervise and participate in the maintenance, storage, and retrieval of patient records.

  • Balance and post daily receipts and patient charges in accordance with company policy.

  • Review Explanation of Benefits (EOBs) daily and post contractual adjustments according to company policy.

  • Monitor accounts receivable for appropriate collection and follow-up activity, including potential bad debt write-offs in accordance with company policy.

  • Maintain compliance with all corporate policies, procedures, and federal regulations.

  • Assist with employee selection, supervision, and maintenance of personnel records as directed.

  • Participate in departmental meetings and other assigned committees.

  • Represent the facility professionally in all interactions with patients, staff, and the community.

  • Timely review and disposition financial class "M" (manager review) accounts in accordance with company policy.

  • Function as a liaison between the facility and corporate accounting to ensure proper reporting of cash deposits, projected revenues, and related financial activities.

  • Complete monthly reports on revenue, collections, and admissions for the Regional Director according to policies and procedures.

  • Review and input accounts payable after Regional Director approval in accordance with company policy.

  • Prepare daily receipts journals, daily cash reports, and weekly cash reconciliation reports in accordance with company policy and make bank deposits.

  • Maintain a professional demeanor and appearance. Employees must not appear impaired or disoriented and must present coherent, articulate speech while remaining alert, responsive, and attentive to patients' needs and concerns.

  • Work cooperatively with co-workers, clients, managers, and prospective clients.

  • Assist with individual marketing and public relations activities as needed.

  • Maintain regular attendance and readiness to perform duties safely and effectively.

  • Perform other duties as assigned.
