Description The Project Management Specialist performs professional project management and coordination work for capital projects and internal departmental improvement initiatives. The incumbent supports assigned projects from planning through completion, coordinating stakeholders, monitoring schedules, budgets, risks, and deliverables, and contributing to both project execution and departmental operations. This is a collaborative role within a small team responsible for delivering public improvements and improving the systems and processes that support the County's capital program.
HIRING SALARY:$60,840 to $79,684 (Estimated Annual Salary) OPEN UNTIL FILLED - APPLICATION REVIEW BEGINS IMMEDIATELY Duties and Responsibilities ESSENTIAL FUNCTIONS: (Order of Essential Functions does not indicate importance of functions.) *Plans, coordinates, manages, and supports assigned projects and initiatives from initiation through completion, including collaboration with project managers as needed. *Develops and monitors project scopes, schedules, budgets, milestones, risks, and deliverables. *Coordinates activities with County departments, consultants, contractors, vendors, agencies, and other stakeholders
*Supports capital projects through planning, design, procurement, construction, implementation, turnover, and closeout. *Monitors project performance, identifies issues and risks, and assists in developing and implementing solutions. *Reviews, prepares, and maintains project, contractual, financial, technical, and administrative documentation.
*Supports business process, quality control, technology, system, and departmental improvement initiatives. *Analyzes existing processes and assists in developing improved workflows, tools, standards, and procedures. *Prepares project reports, schedules, correspondence, presentations, records, and other project information.
*Facilitates meetings, coordinates action items, documents decisions, and follows issues through resolution. *Contributes to departmental administrative, financial, operational, and organizational responsibilities as part of a small, collaborative team. *Performs other duties or assumes other responsibilities as apparent or assigned.
Minimum Qualifications *Bachelor's Degree in Project Management, Construction Management, Architecture, Engineering, Information Systems, Public Administration, or a related field of study. *An equivalent combination of education, training, and relevant experience may be considered. *A minimum of one (1) year or more of experience supporting the design and construction of vertical construction projects is required.
Experience may include internships, co-op rotations, part time technical work, or full-time professional roles. *Professional experience in project management, construction, architecture, engineering, business operations, process improvement, technology implementation, or similar work is preferred but not required. *Experience with project management software such as Autodesk Construction Cloud (ACC), Microsoft Project, e-Builder, Procore, or comparable systems is preferred.
*Exposure to planning, design, procurement, and construction processes for capital building projects is preferred. *Application Documentation: Applicants are required to submit a current resume demonstrating their education, experience, and qualifications relevant to the position. Applications that do not include a resume attachment will not be considered.
*Preferred Credentials (Not Required): *Early-career project management certifications such as the Certified Associate in Project Management (CAPM). *Entry-level construction management credentials such as the Construction Manager in Training (CMIT) or Certified Associate Construction Manager (CACM), which support candidates involved in capital project planning, design, procurement, and construction phases. *Process improvement credentials such as Lean Six Sigma Yellow Belt or Green Belt.
*Training or certification in project management software, including Procore, Autodesk Construction Cloud, Microsoft Project, or e-Builder. *Must be able to demonstrate proficiency in Microsoft 365. *Must possess a valid SC Driver's License (or obtain upon acceptance of the position) and meet the requirements of the County's motor vehicle policy.

PHYSICAL REQUIREMENTS: *Able to function productively in a standard office environment, accessing cabinets, shelving, work areas and office equipment.
*Able to lift, carry, push, and pull up to twenty-five (25) pounds occasionally. *Able to sit or stand for long periods of time and to maintain focus on work assignment(s). *Able to traverse over uneven ground, paved and unpaved for up to a quarter of a mile at a time several times per day.
*Able to effectively communicate orally (in person and over the telephone) and in writing (electronically and handwritten) in English.
