Job description

POSITION OVERVIEW

The Testing Specialist/Tester provides software testing expertise in integration and acceptance testing for the Defense Logistics Agency's enterprise applications and business systems. This role designs and executes IT software tests and evaluates results to ensure compliance with applicable regulations, prepares test scripts and all required test documentation, designs and prepares all test data needed, analyzes internal security within systems, and reviews test results for conformance to design. The position executes testing across Developmental Test and Evaluation, Operational Test Readiness, and Operational Test and Evaluation phases, maintains requirements traceability against acquisition baselines, and performs Section 508 accessibility testing using assistive technologies and Trusted Tester methodology. This position is performed off-site with periodic on-site meeting support in the Washington, DC metropolitan area. This position requires an active Secret Clearance.


DUTIES AND RESPONSIBILITIES

  • Design and execute IT software tests and evaluate results to ensure compliance with applicable regulations; prepare test scripts and all required test documentation; design and prepare all test data needed; analyze internal security within systems; and review test results for conformance to design
  • Execute system, regression, functional, performance, integration, stress, automated, and Section 508 testing, including security defect management, across all platforms and programs in the J62 portfolio
  • Crosswalk test plans, scripts, and results against regulatory requirements, acquisition memorandum requirements, the Test and Evaluation Master Plan, and the Capability Development Document, Capability Production Document, and Initial Capabilities Document
  • Create and maintain the Requirements Traceability Matrix and provide a compliance matrix documenting test results against acquisition program requirements
  • Monitor test events to ensure results achieve testing objectives including Net Ready Key Performance Parameters and milestone requirements, and review architectural views and enterprise architecture documentation
  • Maintain traceability of requirements, including reports and interoperability interfaces, against Developmental Test and Evaluation test conditions and test cases, and produce reports reflecting the status of traceability audits and analyses
  • Maintain configuration control of documents and test results at a centralized location
  • Provide analyses of discrepancies found during testing and support early identification of issues and timely development of effective solutions
  • Support Program Management Offices by reviewing Developmental Test and Evaluation reports for each release and preparing materials for Test Readiness Reviews
  • Perform Operational Test Readiness reviews to ensure system compliance with regulatory requirements, the Test and Evaluation Master Plan, and acquisition requirements; develop artifacts documenting readiness to proceed to the next test event; and develop operational assessment metrics
  • Support preparation and execution of all Operational Test and Evaluation events per the established schedule, including support for early interaction with the Joint Interoperability Test Command to clarify operational requirements and recommend solutions
  • Support Operational Test and Evaluation activities at designated DLA test sites including DLA Headquarters, Energy, Land and Maritime, Troop Support, Aviation, Distribution, the Production/Development Centers, and DFAS
  • Maintain Operational Test and Evaluation documentation including plans, scripts, Measures of Performance, and test results, tracking each iteration against baseline documents and acquisition requirements
  • Produce the Operational Test and Evaluation Monitor Report, Test Events Monitor Reports, Traceability Audit Reports, and Test Event Lessons Learned Reports, and review the Testing Plan of Action and Milestones
  • Conduct Section 508 accessibility testing using assistive technologies and Trusted Tester methodology, and review compliance documentation validating that business systems meet federal accessibility standards
  • Conduct market research on automated testing tools to identify capabilities, limitations, and alignment with organizational needs, and perform automated software comparison and capability assessment
  • Examine and review Program Manager automated testing scripts and related artifacts for compliance with standards and best practices, and provide support and recommendations for automated testing tools
  • Conduct automated testing to provide Program Managers with application analysis results and recommended fixes or mitigation plans, preserve defects and test result analysis, perform data analytics of defects and test results, and maintain automated test scripts
  • Monitor the ServiceNow Catalog Offering for requests and incidents, process open items to completion, and develop resolution metrics within ServiceNow guidelines
  • Prepare and present briefings and produce ad hoc reports and metrics as required


QUALIFICATIONS

  • Active Secret Clearance
  • Five (5) years of relevant experience
  • Experience in computer software development and testing software applications, including system, regression, acceptance, end-to-end, performance, and automation testing
  • Knowledge developing and maintaining test cases using designated automated test tools
  • Relevant certification from a nationally recognized technical authority
  • Software testing experience in an enterprise network environment, including experience supporting remote applications
  • Experience supporting Business Capability Acquisition (BCAT) programs and the complete acquisition lifecycle, including Milestones A, B, and C and applications in sustainment
  • Experience performing developmental and operational testing using Commercial Off-the-Shelf and Government Off-the-Shelf software, and performing configuration management
  • Experience with Section 508 tools such as JAWS, Dragon NaturallySpeaking, Kurzweil, and ZoomText, and understanding of the regulations governing Section 508 compliance
  • Experience solving and testing complex business and scientific problems
  • Preferred: DHS Trusted Tester V5 certification; ServiceNow, Agile development and test, DevSecOps, API, cloud computing (including Google Cloud), and database experience; emergent technologies including GenAI and Python scripting
