Position Description
Seattle Public Utilities (SPU) is seeking a results-oriented individual who will be an important member within SPU's Project Delivery and Engineering Branch (ETSD) within the Electrical Engineering Team. In this position you will provide entry-level electrical engineering duties to support projects and programs that deliver new capital projects and provide engineering support across all of SPU's diverse lines of business-including Water, Drainage and Wastewater (DWW), and Solid Waste.

Job Responsibilities
  • Support detailed electrical design work for facility projects including pumping stations, reservoirs, treatment plants, maintenance shops, and solid waste transfer stations.
  • Support the electrical engineer of record on multidisciplinary design teams for the most difficult and complex projects.
  • Support the selection, procurement, installation, testing, and commissioning of electrical equipment and systems as part of a multidisciplinary team on major infrastructure projects.
  • Supports the electrical engineer of record on multidisciplinary design teams for the most difficult and complex projects.
  • Supports the technical expert in one or more specialized areas of electrical engineering.
  • Supports highly complex detailed design work for the installation of electrical equipment in SPU facilities.
  • Supports the project engineer/coordinator on technically sophisticated projects involving the selection, procurement, installation, testing, commissioning, and maintenance of electrical systems.
  • Supports the planning, design, and implementation of challenging overhead and underground electrical and communications systems, including restoration and relocation work.
  • Supports the review of plans, specifications, and contract documents, coordinate with electrical contractors, public agencies, and utility crews during construction.
  • Supports the selection, procurement, installation, testing, acceptance, operation, and maintenance of power, lighting, communications, and control systems.
  • Helps to review and design modifications to existing facilities with electrical and SCADA systems.
  • Conduct power system analyses, including arc flash studies, for both new and existing facilities.
  • Assists in engineering oversight to ensure compliance with regulatory, safety, and operational standards.
  • Grow and learn electrical engineering utility work.

Major Projects and potential responsibilities:
  • Wastewater Pump Station Rehabilitation projects.
  • Spokane Street Water Pump Station project.
  • Ship Canal Water Quality project.
  • Tolt Dam Power System upgrade project.
  • Provide technical support for I&C aspects during design, construction, testing, acceptance, operation and maintenance of SPU capital projects, such as water and wastewater pump stations, reservoirs, valve stations, and CSO (Combined Sewer Overflow) Improvements projects.
  • Provide support for the planning and execution of electrical and instrumentation work on various utility assets, including water and wastewater pump stations, and SCADA monitoring sites to ensure the work is done safely, efficiently, on time, and on budget.
  • Assist in the preparation and review of preliminary project and labor estimates, schedules, material requirements, specifications, cutover instructions, user manuals, and preventive maintenance instructions.
  • Create and maintain standards, procedures and records for SPU instrumentation and electrical projects.

Qualifications
Education and Experience: Bachelor's of Science in Electrical Engineering; or other combinations of education and/or experience which provides preparation to do professional electrical engineering work.
Work Environment/Physical Demands:
  • Most work is performed in a normal City work/office environment.
  • Field assignments may entail exposure to all types of weather, traffic, hazardous/toxic substances, high voltage energized equipment and work in or near construction sites.
  • May be required to stand, walk, or bend for extended periods of time.
  • May be required to lift over 50 pounds.
  • Overnight travel may be required.

Certificates/Licenses: Driver's license or equivalent mobility.
Desired Qualifications:
  • Proficiency in AutoCAD.
  • At least 3 years electrical and I&C design or integration experience for municipal water/wastewater systems.
  • Working knowledge of SCADA/HMI systems, Programmable Logic controllers, and Remote Terminal Units.
  • Experience with motor controls, including variable frequency drives, pump and valve operation.
  • Experience with industrial control networks and communications protocols like Modbus.
  • Knowledge of applicable electrical codes, standards and regulations.
  • Experience with process instrumentation equipment including pressure, level, and flow measurement, and familiarity with geotechnical instrumentation equipment such as piezometers and vibrating wire transducers.
  • Demonstrated proficiency in technical writing.
  • Project management experience.
  • Ability to work in a team environment to meet schedule deadlines and budget targets
  • Attention to detail with good communication skills.
  • Excellent organizational and documentation capabilities.
