Job Summary Performs appraisal work involving the assessment and classification of real and personal property for tax purposes. This position handles complex assignments and carries significant responsibility within the appraisal series. Requires full proficiency in all assessment procedures and current State of Arizona Department of Revenue Level I and Level II certifications (ARS 42-123.02) Mohave County spans 13,461 square miles one of the largest counties in the nation and is responsible for valuing approximately 265,000 parcels each year
Working Schedule: Monday - Friday - 8:00am-5:00pm - Weekends and holidays off. - Work will be both office and field environments. Hourly Pay Rang Appraiser I (Underfill) Range 11 / Step 2 $19.70 Appraiser I Range 12 / Step 1-8 $20.09 - $24.71 Appraiser II Range 15 / Step 1 - 8 $23.26- $28.61 Some traveling to other Mohave County locations: Bullhead City, AZ

Essential Job Functions An employee of this class is responsible for collecting and analyzing data pertinent to the appraisal of real and personal property improvements and new constructions for the determination of tax assessment values. Certified Level II Appraisers are qualified to appraise all types of locally assessed land and improvements, including complex commercial/industrial properties and centrally valued properties at an equivalent level of responsibility (depending upon assignment by immediate supervisor and/or higher level of authority).
Collects pertinent county, city, neighborhood, site, and improvement data relative to property value, such as economic and market conditions, descriptions of neighborhoods including property price ranges, income ranges, land descriptions, area size, availability of utilities, restrictions, improvement design and related data. Reviews and interprets legal descriptions, maps, plates, building sketches, and other descriptive materials. Demonstrates a full understanding of and ability to utilize Computer Generated Mass Appraisal software.
Develops value analyses through cost, income, and market appraisal techniques including assessments of comparable recent sales of property, building costs, depreciation, income, and related factors. Measures and draws property to scale. Calculates square footage and perimeters of property.
Classifies and grades assessment of property. Prepares and presents appraisals in the administrative appeal process using commonly accepted valuation methods, including market, income, and cost approaches to value. Residential, land or commercial appraisals may be prepared for presentation at the Assessor, Board of Equalization and Tax Court levels of appeal.
Meets with property owners to explain and outline specifically the taxation methods and procedures utilized in property assessment of the individual's property if petitioned or questioned. Communicates with the public on such matters as property values, ownership, legal descriptions, widow and veteran's exemptions and statutory classifications. May meet with irate citizens when assessments are questioned or petitioned.
Refers matters to higher level authority for further explanation or resolving of questioned or petitioned assessments. Performs related work as required. Communicates and acts in a professional manner with the public, co-workers, and work contacts.
SECONDARY JOB FUNCTIONS Performs related work as required. Performs special assignments as requested. Exercise regular and predictable attendance and punctuality in accordance with Mohave County Personnel Policies and Procedures.
Minimum Qualifications Required Minimum Education, Experience, and Training: Appraiser I (Underfill): Entry level experience work including. High School Diploma/General Education Degree (GED) Two (2) years of experience in construction, real estate sales, or equivalent.OR Two (2) years' experience in various functions in an Assessor's office.OR College level appraisal, construction and/or real estate courses may be substituted for the preceding experience. For this purpose, thirty (30) college semester hours will equal to one (1) year of experience
Possess a willingness to strive and obtain Provisional Certification within five (5) months of appointment to Appraiser I (Underfill). Within eighteen (18) months of receiving Provisional Certification, obtain the Level I Certification as administered by the State of Arizona, Department of Revenue (See ARS 42-123.02, Level I Certification, from the Department of Revenue). ORan equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications
Appraiser I: One-year experience work including. High School Diploma/General Education Degree (GED). Level I Certification as administered by the State of Arizona, Department of Revenue (See ARS 42-123.02, Level I Certification, from the Department of Revenue)
One (1) year successful experience in the appraisal and assessment of real and personal property as an Appraiser Provisional or when filled from outside one (1) year of experience as an Appraiser or related field involving the appraisal and assessment of real and personal property. Within eighteen (18) months of receiving Level I Certification, obtain Level II Certification as administered by the State of Arizona, Department of Revenue (See ARS 42-123.02, Level II Certification, from the Department of Revenue). OR an equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications
Appraiser II: Two-year experience work including. High School Diploma/General Education Degree (GED). Level I and II Certifications as administered by the State of Arizona, Department of Revenue (See ARS 42-123.02, Level I and II Certifications, from the Department of Revenue)
Eighteen (18) months or more of successful experience in the appraisal and assessment of real and personal property as an Appraiser I or when filled from outside, eighteen (18) months or more of experience as a certified journey Appraiser involving the appraisal and assessment of real and personal property for tax assessment purposes and for proper classification of taxable property and improvements. ORan equivalent combination of education, experience, and training which provides the required knowledge, skills and abilities may be considered in meeting the minimum qualifications. Knowledge, Skills & Abilities The principles, practices, techniques, guidelines, and statutes utilized in property appraisal and assessment of real property including legal documents, titles, maps and plates and appraisal formats and procedures.
Appraisal of information sources and local factors affecting real estate property values. Real estate construction. County departments and functions and City and State departments and agencies concerned with real estate transactions and property valuation.
Local, State and Federal laws and regulations pertain to real estate transactions. In the preparation of sketches and diagrams Communicating and maintaining professionalism with the public, co-workers, and work contacts. Various aspects of data entry, including CAMA software, database, Excel, or any other electronic tools necessary.
Make fair, equitable and objective value appraisals of a variety of unimproved and improved real property in whole or in part. Apply mathematical computations in the measuring and calculating of square footage and perimeters of property. Interpret legal descriptions and documents, maps, construction plans and other descriptive materials relating to real property.
Gather and analyze appropriate relevant data and prepare and present logical, concise, and complete reports and property value opinions. Follow instructions and communicate effectively orally and in writing. Establish and maintain effective working relationships with associate personnel, County, City, and State agency personnel, contractors, builders, and property owners.
