Performs technical and clerical functions in support of the Ada County Sheriff's Office Center for Data Analytics & Intelligence. Employees in this series create and maintain crime-related records and ensure the accuracy, classification, and coding of complex law-enforcement data in compliance with the National Incident-Based Reporting System (NIBRS) and related programs.
Work requires a high degree of accuracy, attention to detail, confidentiality, and coordination with law-enforcement officers, supervisors, courts, and prosecuting attorneys. Employees perform data audits, review reports for compliance, and ensure timely submission of records to the Idaho NIBRS Repository and related systems.
DISTINGUISHING FEATURES OF THE CLASS
NIBRS Technician Iis the entry-level position. Incumbents receive close supervision and structured training in NIBRS coding, validation, and data-entry procedures. Work focuses on learning agency systems, quality-control standards, and reporting timelines.
SHIFT INFORMATION
This position typically works 8 hour days, Monday thru Friday.

Essential Functions
NIBRS TECHNICIAN I:
  • Reads and interprets law-enforcement officers' reports to gather and enter accurate information for NIBRS and agency crime analyses;
  • Reviews and enters data on arrests, case status, warrants, and field interviews from law-enforcement officers, the courts, prosecuting attorneys, and jail management staff;
  • Enters and maintains information on Law Enforcement Officers Killed or Assaulted (LEOKA);
  • Notifies law-enforcement personnel of any adjustments or corrections needed on reports;
  • Maintains accuracy of information for tracking stolen vehicles, stolen property, and runaway juveniles;
  • Performs regular system audits under supervision to maintain data integrity and ensure documentation for file audits is complete and available in a timely fashion;
  • Performs records searches on internal and external computer databases;
  • Performs related duties as assigned.

ADDITIONAL FUNCTIONS
  • Cross-trains in related law-enforcement data-entry or records areas as needed;
  • Performs other duties consistent with job responsibilities.

Job Requirements
NIBRS TECHNICIAN I:
  • Must possess a high-school diploma or equivalent;
  • Knowledge of English grammar, punctuation, and spelling;
  • Knowledge of basic Microsoft Office applications;
  • Skill in organizing and accurately accomplishing work within limited timeframes;
  • Skill in communicating with culturally diverse populations and providing excellent customer service;
  • Ability to learn legal terminology and state and national crime-reporting standards;
  • Ability to research, interpret, and maintain data with a high degree of accuracy;
  • Ability to maintain confidentiality through policy and procedure;
  • Ability to follow written and verbal instructions;
  • Ability to establish and maintain effective working relationships with co-workers, law-enforcement personnel, and the public.

OTHER REQUIREMENTS
  • Must appear before an oral board and successfully complete a polygraph, credit check and background investigation;
  • This position has been designated safety sensitive and therefore the incumbent is subject to random drug testing.

Work Environment & Physical Demands
  • Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions;
  • May be required to lift to 20 lbs.;
  • May require extended periods of sitting, keyboarding, or viewing computer screens;
  • Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.

The work of a NIBRS Data Specialist requires the memorization of a large body of rules and the interpretations of these rules. As you start in this position, you will be expected to slowly accumulate this specialized knowledge throughout your training period.
