Job Description:
**The Nebraska Department of Health and Human Services does not sponsor or transfer non-immigrant work visas for this position or accept STEM OPT (form i-983) at any time. **
This position is part of an Application Development team responsible for providing IT services to the division of Public Health within the Nebraska Department of Health and Human Services (DHHS). Under the Information Services and Technology (IS&T) division, Public Health Software Solutions team, the role involves working on projects across multiple business areas within the Public Health division. The systems are developed using the Java framework, Eclipse IDE, Azure DevOps, GIT, and Microsoft SQL.
This is a full-time/permanent role in Lincoln, NE. Not eligible to be a contracted or remote position.
Examples of Work
Under general direction, the individual in this role will be responsible for all phases of the development lifecycle and maintenance of assigned computer applications. This includes:
  • Communicating with business analysts to determine system requirements.
  • Researching system enhancements and addressing issues.
  • Performing analysis and design for computer applications.
  • Writing code and conducting tests.
  • Completing related tasks as assigned.

The role involves working directly with business and technical staff to determine technical solutions for business requirements. The individual will design, code, and test both front-end and back-end applications and will have full technical knowledge of all phases of application development. The role also provides production support for both small and large applications, ensuring the resolution of issues in a timely manner.
Requirements/Qualifications
Minimum Qualifications: Experience, education, or training in coding computer applications.
Preferred Qualifications:
  • A bachelor's degree or equivalent in computer science, information systems, mathematics, engineering, or a related field.
  • One (1) years of experience with Java.
  • One (1) years of experience using Java IDE.
  • Two (2) years of experience using SQL Programming.
  • Two (2) years of experience with web-based development
  • Experience with Python.
  • Experience using AJAX.
  • Experience with Java Server Faces.
  • Experience working with JSON.
  • Experience using JavaScript.
  • Experience with jQuery.
  • Experience with C# programming.
  • Experience with RESTful Web Services.
  • Experience developing enterprise-level applications using Azure services and tools.
  • Experience with PowerBI.
  • Experience as a Tomcat Administrator.
  • Experience with Azure DevOps pipelines and application deployments to Azure cloud.
  • Familiarity with Microsoft Word, Excel.
  • Experience with Jira.
  • Familiarity with Jira Issue Tracking software.
  • Experience in Agile methodologies.

Experience is preferred to be current within the last 12 months.
Knowledge, Skills, and Abilities

Knowledge of: software development principles and methods, basic math, design techniques, principles, tools, instruments, principles, methods and procedures for designing, developing, optimizing, and integrating new and/or reusable systems components; software system testing procedures, programming and documentation. Experience working as part of a software development team, utilizing structured procedures and guidelines.
Skill in: using basic math to solve problems; writing computer programs for various programs; effective communication and collaboration; active learning-working with new material or information to grasp its implications; reading comprehension; writing, debugging and maintaining code; integrating hardware/software components; determining output media/formats.
Ability to: apply programming languages; read and understand information and ideas presented communicate information and ideas, so others will understand; reason deductively-apply general rules to specific problems to come up with logical answers and decide if an answer makes sense; recognize a problem; put information in order; organize different pieces of information into a meaningful pattern; concentrate and not be distracted while performing a task over a period of time; perceive similarities and differences in pieces of information; think logically; organize, plan and prioritize work; test, install, implement, document and maintain software; maintain source code; modify and upgrade code as necessary.
