Summary:

Goldbelt Apex is seeking an experienced Scientific Data Analyst (Surveillance) to support the Defense Health Agency's Psychological Health Center of Excellence (PHCoE). This position provides analytical expertise supporting behavioral health surveillance, data management, statistical reporting, and decision support activities that inform psychological health programs across the Military Health System.

The successful candidate will analyze complex healthcare and behavioral health datasets, identify trends affecting Service Member health and readiness, develop data visualizations and reports, and support evidence-informed decision-making through advanced analytical techniques. This role works closely with Government stakeholders, researchers, epidemiologists, statisticians, and behavioral health professionals to transform data into actionable intelligence.

Responsibilities

Essential Job Functions:

  • Analyze large behavioral health, healthcare, and surveillance datasets to identify trends, patterns, and emerging issues affecting military populations.
  • Support psychological health surveillance initiatives through data collection, validation, analysis, and interpretation.
  • Develop dashboards, data visualizations, executive reports, and briefing materials that communicate analytical findings to Government leadership.
  • Perform data quality assessments and ensure the integrity, accuracy, and completeness of analytical products.
  • Support development and maintenance of surveillance metrics, performance indicators, and reporting methodologies.
  • Collaborate with researchers, statisticians, epidemiologists, clinicians, and Government stakeholders to support ongoing behavioral health research and surveillance initiatives.
  • Analyze healthcare utilization, behavioral health outcomes, and population health data to support strategic planning and policy development.
  • Develop reproducible analytical workflows using appropriate statistical and data management software.
  • Prepare technical documentation, analytical reports, presentations, and data summaries supporting contract deliverables.
  • Assist in integrating data from multiple healthcare and research sources to support comprehensive surveillance efforts.
  • Identify opportunities to improve data collection, reporting processes, and analytical methodologies.
  • Ensure analytical products comply with scientific standards, privacy requirements, and Government data management policies.
  • Support special studies, rapid response analyses, and emerging behavioral health initiatives as requested.
Qualifications

Necessary Skills and Knowledge:

  • Strong knowledge of healthcare and behavioral health data analysis.
  • Experience working with large, complex datasets from multiple data sources.
  • Proficiency with statistical software such as SAS, R, SQL, Python, SPSS, or comparable analytical tools.
  • Knowledge of data visualization platforms such as Tableau, Power BI, or similar business intelligence software.
  • Understanding of healthcare surveillance methodologies and performance measurement.
  • Knowledge of data governance, quality assurance, and validation techniques.
  • Strong analytical, problem-solving, and critical thinking skills.
  • Excellent technical writing and presentation skills.
  • Ability to communicate analytical findings to both technical and non-technical audiences.

Minimum Qualifications:

  • Bachelor's degree in Data Science, Statistics, Computer Science, Public Health, Health Informatics, Epidemiology, Mathematics, or a related discipline.
  • Meet all education and experience requirements identified in the solicitation for the Scientific Data Analyst labor category.
  • Demonstrated experience analyzing healthcare, behavioral health, public health, or scientific datasets.
  • Experience developing dashboards, performance metrics, and executive-level reports.
  • Experience supporting surveillance, epidemiology, population health, healthcare operations, or research initiatives.
  • Experience performing statistical analyses and interpreting complex analytical findings.
  • Experience integrating and validating data from multiple systems or databases.
  • Experience supporting Government agencies, healthcare organizations, research institutions, or comparable environments.
  • U.S. Citizenship.
  • Ability to obtain and maintain a Public Trust background investigation and Common Access Card (CAC).
  • Occasional travel may be required in support of contract performance.

  • Experience supporting federally funded healthcare research programs.
  • Experience applying predictive analytics, machine learning, or advanced analytical methodologies to healthcare data.
  • Experience presenting analytical findings to senior leadership.

Pay and Benefits

The annual salary range for this position is $135,000 to $155,000. This is a proposal-contingent position. The salary range provided represents the anticipated compensation for this role; however, final compensation will be based on the successful contract award and the selected candidate's qualifications and experience.
