The Data Analyst II performs routine (journey-level) data analysis work. Work involves creating and running queries to generate data sets, analyzing the data, and producing reports and graphics based on that data. Activities include a mix of running routine reports, responding to ad hoc report requests, and developing new reports to address identified needs. Responsibilities include ongoing development and technical support of local databases plus training and support of the individuals throughout the hospital using them. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.
Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
This position may be eligible to earn additional pay for work performed on evenings, nights and/or weekends.
Essential Job Functions (EJFs):
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.
Creates and supports databases and related data collection systems that are used by customers throughout the hospital. Assures that these systems function smoothly and return accurate and reliable results that can be used for data analysis. Monitors use of these data systems to promote accuracy of data input by various users. Creates or adjusts queries to meet ongoing changes in customers' data needs. Provides relevant analysis of results as needed and discards unnecessary information.
Consults with internal and external customers to clarify their specific data needs and how those needs can best be met. Identifies existing reports that address ongoing data needs and ensures that customers can readily access those reports. Adjusts existing reports to better address existing needs. Creates new reports in response to newly identified needs.
Conducts ad hoc data analysis in response to specific requests from Hospital Management, State Hospitals Central Administration, and department heads throughout the hospital.
Runs production reports that involve some compilation of results on a daily, weekly, monthly, and quarterly basis. Interprets the results to identify outliers in the data from ongoing measures and places results into optimal format for presentation.
Uses queries and reports to conduct audits or monitor for possible irregularities in how the electronic medical record and other databases are implemented. Assists in using the results of such analysis to provide training, modify procedures, or take other responsive action.

Knowledge, Skills and Abilities (KSAs):
Knowledge of common statistical measures and their relevance to data analysis.
Knowledge of the operation of electronic medical records and the specific types of information contained within them.
Skills in managing data in relational database management systems, including the creation of queries, linking of tables, extraction of relevant data, and assessment of the accuracy and validity of data within such systems.
Skills in the use of computers and common software programs used in data collection and analysis.
Ability to compile, review, and analyze data from existing data systems and to create reports and presentation graphics based on the results.
Ability to communicate with clinicians and department heads regarding their data needs.
Ability to maintain accuracy and attention to detail.
Ability to communicate effectively both orally and in writing.
Registrations, Licensure Requirements or Certifications:
None
Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or a related field.
OR
Four (4) years' equivalent experience in one or more of the above fields.
One year of experience in data analysis, research, and report design.
One year of experience with database software programs.
One year of experience creating queries and reports.
Experience can be overlapping.
Additional Information:
Applicants must pass a fingerprint criminal background check, pre-employment drug screen, and registry checks including the Client Abuse/Neglect Reporting System (CANRS), Nurse Aid, Medication Aide and Employee Misconduct, List of Excluded Individuals/Entities (LEIE). Males between the ages of 18-25 must be registered with the Selective Service.
All applicants must be at least 18 years of age to be considered for employment at a state-operated facility. Waco and Terrell Center for Youth applicants must be 21 years of age.
Flexibility in work hours may be required for this position. The position may be required to work overtime and/or extended hours.
Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required. According to the Centers for Disease Control and Prevention, healthcare workers are considered to be at significant risk for acquiring or transmitting hepatitis B, measles, mumps, rubella, varicella (chicken pox), tetanus, diphtheria, pertussis (whooping cough), and influenza. All these diseases are vaccine preventable. As a result, state hospital policy requires employees be vaccinated according to their level of contact with individuals. In the event you choose to not be immunized for the influenza virus, you may be required to wear a mask and take other protective measures.
