Job description
In order to be qualified for this position, you must meet the basic requirement AND minimum qualification requirements for the grade level(s) in which you apply.
BASIC REQUIREMENT: Engineering Positions
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
For the GS-07: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) in the Federal service or equivalent experience in the private sector.Specialized experience is defined as: Applying practical knowledge in the principles, techniques, and practices of electrical engineering.
OR
Substitution of Education for Experience: Successful completion of one full year of graduate level education;
OR
Superior Academic Achievement - Superior Academic Achievement (S.A.A) Superior Academic Achievement (S.A.A) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.;

If you have a combination of experience and education as described above;
For the GS-09: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service or equivalent experience in the private sector.
Specialized experience is defined as: Applying knowledge of electrical engineering theories, principles, and practices associated with planning, design, construction, surveying, operations, and maintenance of high voltage power system facilities.
OR
Substitution of Education for Experience: Two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree, if related.
OR
A combination of superior academic achievement and 1 year of appropriate professional experience is qualifying at GS-9
For the GS-11: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service or equivalent experience in the private sector.
Specialized experience is defined as: Applying knowledge of Electrical Engineering theories, concepts, principles, standards, and methods for a range of power system equipment used in the electric utility industry.

Substitution of Education for Experience: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
A combination of education and experience as described above to successfully perform the duties of the position.
For the GS-12: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service or equivalent experience in the private sector.
Specialized experience is defined as:Applying knowledge of a wide range of electrical engineering theories, principles, standards and methods to a wide range of power system equipment used in the electric utility industry.
For the GS-13: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service or equivalent experience in the private sector.
Specialized experience is defined as: Applying knowledge and skill of electrical engineering theories, principles, and practices associated with planning, design, construction, surveying, operations, and maintenance in the electric utility industry.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Limit your resume to no more than two (2) pages. If more than two pages are submitted, only the first two pages will be reviewed to determine your eligibility and qualifications.
Physical Demands: A majority of the work is sedentary. Periodically, the incumbent works in the field which may include exposure to inclement weather, high noise levels, hand, eye, foot, and electrical shock
hazards; and may require some walking, climbing, stooping, and bending.
Work Environment: Work is primarily in an office setting with occasional trips to operating facilities, which involves potential exposure to high voltage electrical equipment. The incumbent must wear protective
clothing and follow standard safety procedures.Education:
