Job description

The Position

Position enforces the laws of this state and county and provides the residents of the county with full range of law enforcement and related social services on demand, as prescribed by Oregon law, county ordinance, and judicial precedent. Full-time 40 hour per week position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods. Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist. This is a union position represented by Douglas County Law Enforcement Association. PLEASE READ THE ATTACHED "Disqualifiers" and "Driving Record Screening" BEFORE COMPLETING A DOUGLAS COUNTY APPLICATION FORM. NOTE: In addition to filling current vacancies, a Hiring List will be established to fill future Patrol Deputy openings. The list will be active until positions are filled. Openings will be offered to applicants dependent upon all qualifiers and testing. There is no guarantee future opportunities will occur. HOW TO APPLY:

  • Applicants must complete Successful recent (within the past twelve months) FrontLine test with National Testing Network (NTN) OR possess a four-year, post-secondary degree issued by an accredited, degree-granting college or university recognized by the Oregon Office of Degree Authorization under the provisions of ORS 348-604.

The Douglas County Sheriff's Office offers full testing services for the position of Patrol Deputy through National Testing Network (NTN). To register with NTN and schedule a test, go to www.nationaltestingnetwork.com, select 'Find Jobs', then select Law Enforcement Jobs and sign up for Douglas County Sheriff's Office. When you visit the www.nationaltestingnetwork.com website:

  • Complete the NTN registration process and schedule your test.
  • Review all information related to the Douglas County Sheriff's Office Deputy position including minimum requirements, salary, and benefits.
  • Review detailed information about the testing process.
  • Review the Frequently Asked Questions and take an online practice test (if desired).

Upon completion of your scheduled exam, scores are automatically forwarded to Douglas County. Candidates who attain a passing score on the entry level exam will be placed on Douglas County's eligibility list. Douglas County will contact candidates on the list and will invite them to participate in further stages of the selection process.

  • Applicants must run the Oregon Physical Abilities Test (ORPAT) with the Douglas County Sheriff's Office at a date provided to applicant after successfully passing the NTN exam OR
  • Applicants must provide the Douglas County Sheriff's Office proof of successful completion of the following physical proficiency from the administering agency: Recent (within the past twelve months) Oregon Physical Abilities Test (ORPAT) completed time from an Oregon Law Enforcement organization or authorized testing agency (NTN).
  • Applicants must complete the NEOGOV (Douglas County Sheriff's Office) application. Douglas County

Essential functions: Enforce the laws of this state and county; provide service of court documents; enforce traffic laws; operate emergency response vehicles; stop vehicles and pedestrians for enforcement of state traffic and criminal laws; inspect vehicles; serve arrest and search warrants; effect the arrest of suspects; write reports; read and interpret legal document decisions; use a computer; as required, use a firearm and such non-lethal weaponry with a high degree of accuracy; and operate two-way radio system under normal and stressful conditions. Requires regular and consistent attendance. Marginal functions: Ability to process large quantities of information to recognize problems and identify solutions; analyze law enforcement problems and adjust to prioritize changes; remain calm and use good judgment during confrontational situations; make decisions in accordance with established policy and procedure; testify in court proceedings; participate in special enforcement activities (marijuana eradication, DUII task force, etc.); perform support functions for other agencies on a routine and emergency basis; respond to nuisance complaints involving noise or animals; provide information to public on miscellaneous topics; process found property; search for missing persons; and mediate neighborhood disputes.

Position Requirements

The Sheriff's Office Requires the Following Minimum Qualifications:

  • Must be 21 years of age by the time of certification
  • Must be a United States citizen or be one within eighteen (18) months of hire.
  • Must possess a high school diploma or GED certificate of high school equivalency.
  • Must have an acceptable driving record and the ability to obtain a valid driver's license. Applicants for this position must meet the requirements of the County's Driving Policy. Must be free from convictions of crime other than minor traffic violations.
  • Must successfully pass an extensive background investigation.
  • Must pass an extensive post-offer pre-employment physical assessment and psychological evaluation. Accommodation requests will be reviewed on an individual basis in compliance with State and Federal legislation.
  • Must successfully pass a post offer pre- employment drug test.
  • Must be willing to be fingerprinted and have fingerprints filed with the State.
  • Visual and Hearing Acuity: Must meet the Department of Public Safety Standards and Training requirements as detailed in Oregon Administrative Rules (OARs) 259-008-0010(8), https://secure.sos.state.or.us/oard/displayDivisionRules.action?selectedDivision=822
  • Must be able to be certified by the Department of Public Safety Standards and Training.
  • Must meet the Minimum Standards for Employment as a Law Enforcement Officer as provided for in Oregon Administrative Rules (OARs) 259-008-0010.
  • Ability to communicate effectively orally and in writing.
  • Ability to establish and maintain effective working relationships.

Requires keyboarding experience. Preference may be given to applicants with public safety experience/training. Only those persons who will be able to successfully pass an intensive background investigation need apply. Work is primarily performed in the field and from an emergency vehicle. Requires bending, color identification, gripping with hands and fingers, hearing alarms, hearing voice conversation, keyboarding, ability to lift prone (unwilling or unconscious) persons, operate passenger vehicles, pulling, pushing, reaching, running, sitting, standing for long periods of time, and walking/running over rough terrain. A considerable amount of driving is required. Work is performed in an environment involving everyday risks or discomforts including exposure to dust/pollen, extreme outside temperatures, noise and contagious diseases.

Screening & Evaluation

Physical Examination/Drug Screen: ORPAT Testing will require physical exertion, and proper attire should be worn for running, jumping, climbing, crawling, vaulting, falling, pushing, and pulling. An 'Informed Consent, Waiver and Release' form is required and must be signed prior to applicant testing for the Physical Ability Test (form provided at the testing location at time of testing). In order to prepare for the Oregon Physical Abilities Test it is recommended that applicants use the following link to view the informational video: ORPAT ORPAT will be scheduled at a later date. Selection Process: Screening of applicants based upon minimum qualifications listed above; completion of a written examination and physical ability test; oral interview; extensive background investigation; psychological test; physical exam and chemical detection screen.
