Roles and Responsibilities
The Network Specialist provides resolution to all network hardware and software issues as well as performing installations, configurations, and maintenance in support of the organization's LAN/WAN/MAN. Monitors the network or network segments to ensure availability to all system users and performs necessary troubleshooting to support network availability. The Network Specialist will assists in the design, build and implementation of new LAN/MAN/WAN segments, working individually or in a team environment.
Primary Objectives of the Network Specialist
  • Provides technical guidance for directing and monitoring information systems operations;
  • Directs the compilation of records and reports concerning network operations and maintenance;
  • Troubleshoots network performance issues by analyzing network traffic and provides capacity planning solutions;
  • Monitors and responds to complex technical control facility hardware and software problems;
  • Interfaces with vendor support service groups to ensure proper escalation during outages or periods of degraded system performance;
  • Manages the purchase, testing, installation, and support of network communications, including LAN/MAN/WAN systems;
  • Performs system-level design and configuration of products, including determination of hardware, OS, and other platform specifications;
  • Plans large-scale system projects through vendor comparison and cost studies;
  • Performs a variety of systems engineering tasks and activities that are broad in nature and concerned with major system design, integration, and implementation;
  • Provides QA reviews and evaluates new and existing software products;
  • Monitors and responds to hardware, software, and network issues that cause network degradation;
  • Provides assistance and oversight for all information systems operations activities, including computer and telecommunications, data control, LAN/MAN/WAN administration, and operations support;
  • Offers input to policy level discussions regarding standards and budget constraints;
  • Utilizes software and hardware tools and identifies and diagnoses complex problems and factors affecting network performance;
  • Troubleshoots network systems when necessary and makes improvements to the network as required.

Entry Level
The Entry Level Network Specialist applies fundamental concepts, processes, practices and procedures on technical assignments. The Entry Level Network Specialist performs work that requires some practical experience and training. Work is performed under supervision.
Journeyman
The Journeyman Network Specialist possesses and applies expertise on multiple complex work assignments. Assignments may be broad in nature requiring original and innovative thought to determine the best course of action to accomplish tasks. The Journeyman Network Specialist operates with considerable latitude in developing methodologies and presenting solutions to problems.
Senior
The Senior Network Specialist possesses and applies wide-ranging knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success. The Senior Network Specialist will also function as a technical expert across multiple project assignments. This position may supervise others.
  • Supervises all personnel engaged in the operations and support of network facilities, including all communications equipment on various platforms in large scale or multi-shift operations.
  • Manages complex operations that involve two or more additional functions such as, but not limited to, network operations, systems security, systems software support, and production support activities.

Qualifications
Qualifications and Education Requirements
Entry Level
Associate's Degree in an Information Technology related field with zero (0) to two (2) years of experience, or;
  • One (1) to three (3) years of experience without a degree;
  • Must possess one (1) or more of the following certifications:
    • CompTIA A+ CE;
    • CompTIA Network+ CE;
    • SSCP - Systems Security Certified Practitioner;
  • Ability to pass a Government background check.

Journeyman
  • Associate's Degree in an Information Technology related field with three (3) to five (5) years of experience, or;
  • Five (5) to seven (7) years of experience without a degree;
  • Must possess one (1) or more of the following certifications:
    • GSEC - GIAC Security Essentials;
    • CompTIA Security+ CE;
    • SSCP - Systems Security Certified Practitioner;
  • Ability to pass a Government background check.

Senior
  • Bachelor's Degree in an Information Technology related field with seven (7) to ten (10) years of experience, or;
  • Ten (10) or more years of experience without a degree;
  • Must possess one (1) or more of the following IAT Level II certifications:
    • GSEC - GIAC Security Essentials;
    • CompTIA Security+ CE;
    • SSCP - Systems Security Certified Practitioner.
  • Must possess one (1) or more of the following IAM Level II certifications:
    • GSLC - GIAC Security Leadership Certification;
    • CAP - Certified Authorization Professional;
    • CISM - Certified Information Security Manager;
    • CISSP or Associate - Certified Information Systems Security Professional;
    • CASP - CompTIA Advanced Security Professional;
  • Ability to pass a Government background check.
