Transportation Engineering Specialist - Advanced Transportation System Devices

Do you have experience in transportation infrastructure maintenance and operations, roadway or utilities construction, or engineering inspection? If so, Pinellas County is seeking motivated and experienced professionals to support construction, maintenance, and operations of its Intelligent Transportation System (ITS), including our fiber optic cable system, roadway cameras, and roadside electronic message signs.
This position offers career advancement opportunities for candidates with backgrounds ranging from entry-level civil engineering, construction inspection, transportation operations, and field engineering support to advanced ITS and transportation project management experience.
The CEI 1/2 position supports transportation infrastructure projects involving ITS systems, traffic operations, roadway construction, transportation communications including fiber optic, field inspections, and project coordination.

What Will You Do?
The following duties are illustrative and not all-inclusive.
- Review design plans and proposed construction in public rights-of-way to ensure compliance with FDOT and Pinellas County standards.
- Conduct technical engineering investigations and prepare reports.
- Provide subject matter support to inspectors assigned to public works construction projects.
- Oversee trenching, boring, and underground work for conduit and fiber optic networks.
- Verify civil work (foundations, pedestal bases, concrete pads) meets plan and structural requirements.
- Coordinate with contractors to interpret plans, monitor materials, and facilitate required testing.
- Review and interpret design & engineering plans and technical specifications.
- Review final pay estimates for completed contract work.
- Investigate and resolve ITS/ATMS operational and technical issues.
- Collect, review, and analyze data in geographical information systems (GIS).
- Prepare progress reports and maintain technical engineering records.
- Perform related work as assigned.
What Do You Need?
- Possession and maintenance of a valid Florida Driver's License.
- Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Education and Experience
Applicants must meet one of the following requirements:
Engineering Specialist 1
- Five (5) years of experience in civil engineering, construction management or a related field including one (1) year experience in GIS and/or AutoCAD systems; or
- Bachelor's degree in civil engineering or related field with a basic understanding of the use of GIS and/or AutoCAD systems and one (1) years of experience in the design, review or construction of public works or utilities projects; or
- An equivalent combination of education, training and/or experience.
Engineering Specialist 2
- Eight (8) years highly responsible experience in civil engineering, construction management or a related field including three (3) years' experience in GIS and/or AutoCAD systems; or
- Bachelor's degree in civil engineering or related field with a basic understanding of the use of GIS and/or AutoCAD systems and four (4) years of experience in the design, review or construction of public works or utilities projects; or
- An equivalent combination of education, training and/or experience.
Required Certifications:
- Possession of Traffic Signal Technician Level 1 or ability to obtain within 1 year of hire
- Possession of IMSA Traffic Signal Inspection Level 1 or ability to obtain within 1 year of hire
- Possession of FDOT Maintenance of Traffic Certification or ability to obtain within 1 year of hire
- Ability to obtain and maintain Pinellas County / BTS / Pinellas County Sheriff CJIS security credentials
- Ability to obtain and maintain FDLE or State Law Enforcement Radio Systems (SLERS) background clearance

Knowledge, Skills, and Abilities
- Knowledge of civil engineering principles and practices.
- Knowledge of surveying and traffic engineering practices.
- Knowledge of ATMS/ITS design, construction, operations, and maintenance.
- Skilled in the use of engineering instruments and equipment.
- Ability to read and interpret engineering design/construction plans and technical documents.
- Ability to troubleshoot and resolve ITS/ATMS operational and technical issues independently.
- Ability to obtain, analyze, summarize, and maintain transportation systems data and records.
- Ability to communicate effectively, both written and oral, with colleagues, contractors, the general public, and other stakeholders.
- Ability to manage multiple projects simultaneously and appropriately prioritize work.
Work Environment
This position requires indoor and outdoor work under varying environmental conditions and may involve:
- Construction site inspections
- Field operations and emergency response activities
- Working non-standard schedules during emergencies or operational events
- Climbing, bending, kneeling, lifting, and prolonged standing or walking
- Ability to lift 50 to 80 pounds frequently
