About the role:

FIS is seeking an experienced and highly motivatedEBT Business Operations Writer Analyst IIto support our Electronic Benefits Transfer (EBT) business. This role serves as a key contributor in business operations, proposal management, technical writing, and process improvement initiatives that support government benefit programs, including SNAP, WIC, Summer EBT, and other public assistance programs.

As a Business Operations Writer Analyst II, you will play an integral role in developing high-quality RFP responses, operational documentation, process workflows, business reports, and client-facing materials. You will work closely with product management, operations, legal, compliance, implementation, and subject matter experts to ensure documentation accuracy, regulatory compliance, and operational excellence.

This position is ideal for a detail-oriented professional with strong writing, analytical, and organizational skills who enjoys transforming complex business and technical information into clear, concise, and compelling content.

What you will be doing:

  • Lead the planning, coordination, and development of responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and other procurement-related documents.

  • Partner with subject matter experts across product, operations, technology, compliance, and implementation teams to gather and organize proposal content.

  • Create, review, and maintain operational, technical, and business documentation to support EBT products and services.

  • Develop and maintain a structured documentation architecture that promotes consistency, accessibility, and ease of use across business functions.

  • Analyze business processes and workflows to identify opportunities for operational efficiency and process optimization.

  • Research and document business requirements, operational procedures, and client-specific solutions.

  • Ensure documentation complies with applicable federal and state regulations, organizational policies, and industry best practices.

  • Support audits, compliance initiatives, and client reviews by providing accurate and up-to-date documentation.

  • Track and manage proposal content repositories, ensuring information remains current and reusable across opportunities.

  • Collaborate with leadership and stakeholders to develop business communications, presentations, and strategic documentation.

  • Prepare business reports, analyses, and executive summaries to support decision making.

  • Recommend improvements to documentation standards, knowledge management practices, and operational processes.

  • Contribute to continuous improvement initiatives that enhance quality, compliance, and operational effectiveness.

  • Participate in training and professional development activities focused on technical writing, proposal development, and documentation best practices.

What you will need:

  • Bachelor's degree in Business Administration, Communications, English, Public Administration, Information Systems, or an equivalent combination of education and experience.

  • 2+ years of experience in business operations, technical writing, proposal development, business analysis, documentation management, or a related field.

  • Exceptional written, editing, proofreading, and verbal communication skills.

  • Experience developing RFP responses, business proposals, operational documentation, or technical publications.

  • Strong analytical and problem-solving skills with the ability to organize complex information effectively.

  • Experience working in cross-functional environments with business and technical stakeholders.

  • Proficiency with Microsoft Office applications, including Word, PowerPoint, Excel, SharePoint, and Teams.

  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.

  • Strong attention to detail and commitment to producing high-quality deliverables.

  • Knowledge of documentation governance, version control, and content management best practices.

  • Experience supporting government programs, regulated industries, or public-sector clients is preferred.

  • Knowledge of SNAP, WIC, TANF, Summer EBT, or other public assistance programs is highly desirable.

Added bonus if you have:

  • Experience supporting large-scale government procurements and proposal efforts.
