Summary
About the Position: This position is located with the Directorate of Emergency Services, Police/Provost Marshall Division, Patrol Branch. Fort Hood rests in the beautiful 'hill and lake' country of Central Texas between Killeen and Copperas Cove and is approximately 60 miles north of the capital city of Austin, 50 miles south of Waco, 160 miles south of Dallas, and 150 miles north of San Antonio.

Duties

  • Serve as the Confinement Liaison and Civilian Police Liaison (CPL) Supervisory Officer independently supervises confinement and civilian police Liaison.
  • Direct the daily operations to include accountability for prisoners, observation of privileges, transportation to and from the contracted confinement facility, daily briefs, etc.
  • Oversees the in processing, counseling, and sustainment of inmates.
  • Direct the operation and administration of contracts to ensure compliance with standards.
  • Provide oversight and supervision of a Civilian Police Liaison (CPL) Office which maintains contact and liaison with tenant activities, military commands and other Civilian Police agencies.
  • Serve as a Confinement and Civilian liaison supervisor responsible for supervision tracking, control and data entry for all federal Magistrate and Deserter warrants.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must have successfully graduated from the United States Army Civilian Police Academy (USACPA) or complete within one year of hire date, unless incumbent has a current approved waiver from the Office of the Provost Marshal General (OPMG).
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • In accordance with Army Regulation 190-56 incumbent must take and pass an initial Physical Agility Test (PAT) and annually thereafter.
  • In accordance with Army Regulation 190-56 incumbent must meet all requirements of the Individual Reliability Program (IRP).
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Incumbent must possess a valid state driver's license and be able to obtain and maintain a government motor vehicle operator's license.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position is subject to the Lautenberg Amendment. Individuals convicted of misdemeanor domestic violence are banned from firearms or ammo access. False or fraudulent candidate information is criminally punishable under 18 U.S.C. Section 1001.
  • Under federal law (PL 106-554, Sec 639), effective Jan 20, 2001, federal agencies (including DoD) must remove federal law enforcement officers convicted of any felony after this date. Felony convictions before this date do not trigger removal.
  • The incumbent must pass all training and certification for law enforcement duties, including weapons qualifications, first aid/CPR, and National Incident Management System (NIMS) requirements, as prescribed by policy, regulations, or statutes.
  • Incumbent must carry firearms.
  • The position requires the incumbent to wear the Department of the Army Civilian Police (DACP) uniform IAW AR 190-56.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
  • This position is supervisory as defined by the OPM General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

- This hiring action is a Planned Management Action for current Fort Hood, Directorate of Emergency Services Employees with competitive status. Consideration will also be given to current Army employees with personal competitive status.
In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Note for In-Service Applicants (i.e. current or prior Federal competitive or excepted service): This position is in a one-graded interval series. Experience at the second lower grade level (GS-09) can be credited when there is no position in the normal line of progression that is one grade lower (GS-10) than the position being filled.
Specialized Experience: In-Service Applicants: One year of specialized experience which includes: (1) Managing the custody of US Military inmates in pre-trial and post-trial confinement; (2) Overseeing the in processing, counseling, and sustainment of inmates and; (3) Serving as liaison with tenant activities, Military commands and other Civilian Police agencies. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Time in Grade Requirement for In-Service Applicants: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
Time in Grade Requirement for Other Applicants: For outside applicants (i.e., those without current or prior Federal competitive or excepted service), one year of specialized experience equivalent to at least the next lower level (GS-10) is required.
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
