Job description

Join the Maryland Energy Administration (MEA) as we transform energy for the State of Maryland. The mission of the MEA is to promote clean, affordable, reliable energy and energy-related greenhouse gas emission reductions to benefit Marylanders in a just and equitable manner.ย 


We are seeking a Rate Case Manager to lead and manage all agency utility rate case activity. In conjunction with legal staff and policy leadership, the incumbent will develop regulatory strategy that aligns rate case outcomes with other regulatory and policy initiatives, ensuring the State achieves its goals. The Rate Case Manager will also engage at the Public Service Commission in proceedings, hearings, and workgroups, including but not limited to, electric and gas distribution systems.ย 


At MEA, you will have an opportunity to work on the cutting edge of shaping and implementing Marylandโ€™s energy policies.


Responsibilities:ย 

โ— Represent MEA in written testimony, comments and at public hearings and in public proceedings and rulemakings. Represent MEA positions in commission-led workgroups.

โ— Aid in hiring and managing expert testifying and non-testifying witnesses and consultants to assist in rate cases and other regulatory dockets.ย 

โ— Coordinate regulatory strategy with MEA legal and litigation team.

โ— Docket planning, design, and analysis. Engage with national and local stakeholders or consultants to develop MEA policy positions on a variety of policy matters, especially regulatory and legislative proceedings related to electric and gas system distribution.

โ— Track and engage policy initiatives, including working groups and task forces created by the legislature on behalf of the agency.

โ— Assist with other MEA staff, initiatives, and tasks as necessary.


Minimum Qualifications:

โ— JD or Masterโ€™s Degree in energy policy, economics, public policy or related field

โ— Three (3) Years of Experience working on energy or related policy matters

โ— Analytical expertise and experience demonstrating an understanding of regulatory analysis

โ— Experience and comfort meeting and interacting with regulatory officials including formal testimony and informal advocacy

โ— Excellent speaking, presentation, writing, and analytical skills

โ— Proficiency in time management, organization skills and deadline adherence

โ— Ability to effectively collaborate with internal/external stakeholdersย 


Preferred Qualifications:

โ— Demonstrated experience with utility rate case litigation, writing and communicating policy positions and/or developing energy regulatory comments

โ— Expertise in particular energy subject matter, such as gas and electric utility distribution, electrification, grid modernization, gas markets, renewable energy, transmission, etc.

โ— Past regulatory experience


Position Location:ย ย 

A hybrid remote telework and in-office schedule is available per the policies of the Maryland Energy Administration and State of Maryland, which may change from time to time. Currently, this position requires the candidate to be present in the office several days per week. In addition, the individual must be available in person other times as needed to perform certain job functions.ย ย This position follows a hybrid work schedule, with mandatory in-office attendance at the Maryland Energy Administration (MEA) office in Baltimore, MD, every Tuesday and Wednesday.ย ย
