What You'll Do

CEC is seeking an experienced DE-Certified Federal HR Staffing Specialist to support Washington Headquarters Services, Human Resources Directorate (WHS/HRD) under a Department of Defense contract. You will join a high-impact team delivering cradle-to-grave federal staffing and classification services, supporting mission-critical hiring initiatives under the Department of Defense's accelerated 60-day hiring model.

Key Responsibilities

  • Manage 25–30 active hiring actions across all phases of the recruitment lifecycle
  • Collaborate with hiring managers on job analyses, assessments, and recruitment strategies
  • Create and post vacancy announcements in USA Staffing (USAS)
  • Use DoD HR systems — the Defense Civilian Personnel Data System (DCPDS) and automated staffing tools — to streamline the hiring process
  • Review applicant eligibility and qualifications, applying specialized experience and veterans' preference criteria
  • Issue certificates of eligibles under delegated examining authority
  • Coordinate tentative and final job offers and onboarding steps
  • Respond to inquiries from applicants, hiring managers, and stakeholders
  • Participate in hiring process improvement initiatives, SOP updates, and policy documentation
  • Work within the timelines established by the DoD 60-Day Hiring Model
  • Ensure compliance with merit system principles and Equal Employment Opportunity (EEO) laws
  • Maintain daily updates in the hiring tracking tool to keep actions aligned with 60-day time-to-hire goals

Requirements

  • Active Delegated Examining (DEU) certification, current and unexpired
  • Three (3) years of hands-on federal staffing and recruitment experience, including personally issuing certificates of eligibles
  • In-depth knowledge of federal hiring authorities (e.g., DE, MP, DHA, Pathways, Schedule A)
  • Demonstrated working experience in USA Staffing (USAS) and DCPDS
  • Working knowledge of federal HR regulations, including Title 5, DCIPS, and CES
  • Active Secret clearance, or Secret-eligible with the ability to obtain and maintain an interim Secret
  • Strong interpersonal, analytical, and communication skills
  • Bachelor's degree preferred

Preferred Qualifications

  • Experience supporting DoD or WHS environments
  • Familiarity with direct-hire recruiting events and LinkedIn talent mining
  • Knowledge of performance metrics related to time-to-hire, certificate quality, and compliance
  • Experience working at the intersection of classification and staffing
