Job description

The New York City Department of Youth and Community Development (DYCD) invests in a network of community-based organizations and programs to alleviate the effects of poverty and to provide opportunities for New Yorkers and communities to flourish. DYCD supports New York City youth and their families by funding a wide range of high-quality youth and community development programs.
DYCD seeks a dynamic, motivated, and detail-oriented individual to serve as Chief Human Resources Officer. This position is responsible for the agency's human capital administration, which includes employment and recruitment, human resources, civil service administration, employee and labor relations, training and professional development, timekeeping & payroll, employee benefit programs, performance management, employee recognition, agency-wide events, and partnering with citywide and oversight agencies to facilitate DYCD's workforce management business needs.
Reporting to the Executive Deputy Commissioner for Operations, with latitude for independent initiative, judgment and decision making, the Chief Human Resources Officer will provide leadership and overall direction to the Office of Human Resources to ensure that the activities of the agency's personnel office further its objectives and goals as well as those of the entire agency. Duties and responsibilities will include but not be limited to the following:
- Direct and lead recruitment and onboarding, employee relations, civil service administration,
classification and compensation, payroll & timekeeping, benefits and leave administration,
labor relations, performance management, internships, DYCD-placed youth workforce
engagement programs, safety & health issues, wellness programs and special events related
to equity, inclusion and diversity for the agency, and training and professional development.
- Plan, develop and implement personnel policies; ensure all personnel actions conform to civil
service laws, federal legislation, and oversight agencies guidelines such as Department of
Citywide Administrative Services (DCAS) and Office of Labor Relations (OLR) and the Office
of Management and Budget (OMB); performs personnel functions related to hiring,
terminations, promotions, transfers and benefits administration.
- Serve as the primary resource and subject matter expert for agency executives and senior
leadership to use HR strategically; point of contact for unions and labor relations matters
including collective bargaining agreements.
- Work closely with the Office of Information Technology (OIT) on the vision, design,
development, updates and maintenance of HR information system and databases to
streamline processes.
- Collaborate with the DYCD CFO on managing the agency's personnel services (PS)
payroll and headcount budget to ensure alignment of division/unit personnel budget to
salary expenses and to track overall PS expenses in order to provide periodic reports to
the Commissioner and Executive team.
- Serve with DYCD CFO as primary co-liaisons to the Mayor's Office of Management and
Budget (OMB) and work closely with OMB task force to facilitate PAR approvals, PS new
needs and cost saving programs.
- Liaise with NYC Office of Labor Relations regarding collective bargaining contracts as
well with labor unions representing DYCD employees.
- Provide advice, counsel and make recommendations regarding human resources
related matters.
-Collaborate with the senior leadership team to ensure HR initiatives support DYCD's
strategies and goals.
- Represent the agency at external meetings with other city agencies
(e.g. DCAS, OLR, and OMB) regarding human resources and labor
ADMINISTRATIVE STAFF ANALYST - 10026
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
3. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
4. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
5. A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in "1" above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in "1" above.
