Location: FinDev Canada headquarters is in downtown Montreal. For the right candidate, Ottawa or Toronto will be considered, with the flexibility to work under a hybrid model, with a current requirement of three in-office days per week (subject to change).

Compensation Details

  • Investment 21: Salaries typically range from $150,715 – $210,000 annually, based on qualifications and experiences, plus a performance-based incentive.

Team Overview

The Mobilization and Blended Finance team at FinDev Canada is dedicated to scaling our development impact by attracting and deploying private sector capital into challenging markets. Through the design of blended finance solutions and collaboration with institutional partners, the team mitigates risk, enhances bankability, and enables investments that drive sustainable and inclusive economic development.

What You Will Be Doing

Private Capital Mobilization Strategy

  • Lead FinDev Canada’s long-term PCM strategy, including methodology refinement and mobilization target setting.
  • Provide thought leadership on global mobilization standards (OECD, EDFI, DFIs) to ensure alignment with best practices.
  • Serve as the internal SME on PCM, advising senior leadership on strategy, market trends, and portfolio implications.

New Product Development

  • Design and structure risk-sharing mechanisms and financial instruments to catalyze private capital (e.g., guarantees, A/B loans, unfunded risk participation, local currency solutions).
  • Lead cross-functional working groups to ensure operational readiness and alignment with Risk Management.

Upstream / Pre-Pipeline Origination

  • Build and manage relationships with private capital providers (banks, insurers, pension funds, asset managers) to originate pipeline.
  • Conduct early market engagement with potential co-investors to identify opportunities and position FinDev as a preferred partner.
  • Advise investment teams on structuring transactions to maximize mobilization (instrument choice, risk allocation, pricing, concessionality).
  • Support investment teams in triage/IC processes with input on mobilization metrics and de-risking structures.

Syndication & Pricing

  • Develop and institutionalize co-financing and investor engagement approaches.
  • Oversee market intelligence tools (pricing data, investor appetite mapping, comparative benchmarks).
  • Establish consistent, transparent pricing methodologies to ensure competitiveness.

Insurance Desk

  • Identify and execute mobilization opportunities through insurance solutions.
  • Structure and place insurance coverage for transactions, including negotiation, execution and policy management in coordination with deal teams.
  • Build and manage relationships with insurers.
  • Ensure accurate accounting of insurance-related mobilization in reporting frameworks.

Partnerships & External Engagement

  • Build strategic partnerships to facilitate private investment in emerging markets.
  • Contribute to global mobilization dialogue to position FinDev as a thought leader.
  • Represent FinDev at industry forums to strengthen visibility and credibility.
  • Collaborate with Strategy & Engagement teams to align external positioning and relationship management.

Internal Collaboration

  • Support tracking and reporting of mobilization metrics for internal and external stakeholders.
  • Lead internal capacity building on PCM (training, materials, tools).
  • Collaborate with Risk Management to support portfolio-level views on risk and financial additionality.
What We Are Looking For
  • Minimum of 10-15 years of experience in private capital mobilization and structured finance transactions in emerging markets, deploying instruments such as guarantees, A/B loans, and blended finance solutions
  • Originated and executed co-financing and syndication deals with institutional investors, including banks, insurers, pension funds, and asset managers
  • Developed and applied risk-sharing structures and pricing frameworks to align investor appetite with development impact objectives
  • Built and managed strategic relationships with global private capital providers, generating investment pipeline and repeat partnerships
  • Advised investment teams on transaction structuring, risk allocation, and mobilization optimization across complex deals
  • Contributed to mobilization strategy and reporting, aligning with OECD, EDFI, and DFI frameworks and standards
  • Collaborated cross-functionally with risk, investment, and strategy teams to execute transactions and strengthen portfolio outcomes
  • Sharing the values and behaviours that guide FinDev Canada.
Make You Stand Out
  • Bilingual in both official languages (English, French or Spanish)
  • Experience within a DFI or an MDB.
  • Experience working with emerging markets.
  • Highly effective verbal and written communication skills including experience in coordinating multiple stakeholders within varying spheres of influence.
