Emergency Program Manager information

What are Emergency Program Managers?

Emergency Program Managers are professionals responsible for developing, implementing, and coordinating emergency response plans and procedures within organizations or government agencies. They work to ensure preparedness for various emergencies, such as natural disasters, public health crises, or security threats. Their duties often include training staff, coordinating with public safety officials, conducting risk assessments, and leading response and recovery efforts during incidents. The goal is to minimize risk, protect lives, and ensure a swift recovery following emergencies.

How does an Emergency Program Manager typically collaborate with local agencies and community partners during crisis response?

Emergency Program Managers play a crucial role in coordinating response efforts by working closely with local government agencies, health departments, and community organizations. They facilitate communication, share critical information, and ensure resources are distributed efficiently. Regular meetings, joint training exercises, and the development of mutual aid agreements are common practices to establish strong partnerships. This collaborative approach helps streamline response operations and ensures that all stakeholders are aligned in their efforts during emergencies.

What are the key skills and qualifications needed to thrive as an Emergency Program Manager, and why are they important?

To thrive as an Emergency Program Manager, you need expertise in emergency management, risk assessment, and program coordination, often supported by a degree in emergency management or a related field. Familiarity with incident command systems (ICS), emergency management software, and certifications such as FEMA or Certified Emergency Manager (CEM) are typically required. Strong leadership, problem-solving, and communication skills are essential for coordinating teams and engaging stakeholders under pressure. These abilities ensure effective planning, response, and recovery during crises, minimizing impact and ensuring public safety.

Permanent Position: This is a full-time permanent W-2 position anchoring PSCG's core team. The role is not tied to any specific task order and provides stability, institutional ownership, and leadership across PSCG's portfolio of federal disaster response engagements.

ABOUT PSCG

Essential Healthcare Solutions LLC is supporting Pinnacle Solutions & Consulting Group (PSCG), an SBA-Certified Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in New Braunfels, Texas, in its search for motivated, solution-driven team players eager to embrace the responsibilities of working in a dynamic and professionally rewarding environment.

PSCG delivers federal contracting, disaster response, and emergency management advisory services to prime contractors and federal agencies. We operate lean, move fast, and deliver results in high-stakes environments.

THE ROLE

PSCG is seeking an experienced federal Program Manager to lead task order execution across our active and pipeline disaster response engagements, with initial focus on task orders flowing from our current prime contract relationship supporting FEMA-3645-EM (Super Typhoon Sinlaku) and follow-on disaster response opportunities. The Program Manager serves as PSCG's single point of accountability to prime contractors for task order delivery.

WHAT YOU'LL DO

  • Own end-to-end task order execution including staffing, schedule, budget, risk, and deliverables.
  • Serve as PSCG's primary interface with prime contractor program management teams.
  • Lead weekly task order status reviews with prime contractor counterparts.
  • Ensure full FAR, DFARS, and prime-contract flow-down compliance across all task order activity.
  • Manage PSCG principals and bench consultants assigned to task orders you lead.
  • Review and approve all invoices, deliverables, and correspondence under your task orders.
  • Drive proposal capture and pricing for task order responses in coordination with PSCG leadership.
  • Maintain DCAA-compliant documentation and audit-ready records for all task order activity.

WHAT YOU NEED

  • Bachelor's degree in business, public administration, engineering, or related discipline.
  • Ten or more years of federal contract management experience (eight with a Master's degree).
  • Five or more years directly managing federal task orders valued at $1 million or greater.
  • Active PMP certification.
  • Demonstrated experience managing subcontract teams across federal disaster response, defense, or emergency management.
  • Working knowledge of FAR Parts 3, 15, 19, 31, 44, and 52 and applicable DFARS supplements.
  • U.S. Citizenship; ability to obtain and maintain a U.S. Secret clearance.

WHAT WE'D ALSO LIKE TO SEE

  • Active U.S. Secret clearance.
  • FAC-C Level II or DAWIA equivalent certification.
  • Prior experience with FEMA PA-TAC, USACE ACI, or equivalent disaster response contract vehicles.
  • Experience working with Service-Disabled Veteran-Owned Small Businesses.
  • Master's degree in related discipline.

WHAT WE OFFER

  • Competitive base salary with performance-based bonus structure tied to task order margin and utilization.
  • Comprehensive health, dental, and vision insurance.
  • 401(k) with company match after vesting period.
  • Flexible hybrid work arrangement.
  • Professional development budget including certification maintenance.
  • Direct role in building a growing SDVOSB consulting practice.
