Definition The City of Missouri City, known as the "Show Me City," is seeking an Emergency Management Specialist to join the Fire Department. This is a full-time civilian position supporting the Emergency Management Division and the City's comprehensive all-hazards emergency management program. The Emergency Management Specialist contributes to enhancing the City's preparedness, response, and recovery capabilities through project management, emergency planning, Emergency Operations Center (EOC) readiness, and disaster support activities.
The position assists with citywide continuity planning, logistics and disaster coordination, EOC readiness, emergency management documentation, EOC technology systems, training and exercise support, and public preparedness initiatives. The position also supports interdepartmental coordination, special events, and other initiatives that strengthen the City's overall resilience and operational readiness. This position is designated as a Tier 1 Essential Employee and is subject to recall, extended hours, emergency activation, and disaster response assignments.
Reporting Relationship: Emergency Management Coordinator Examples of Work Assists in preparing, updating, and maintaining the City's emergency preparedness documents including plans, policies, procedures, checklists, and supporting materials, including the Continuity of Operations Plan, EOC position guides, and emergency reference materials. Supports and backs up the Emergency Management Coordinator during EOC activations, special events, drills, exercises, and planned operations as needed. Assists with setting up, operating, and demobilizing the EOC during activations, including EOC readiness, technology checks, contact lists, staffing rosters, displays, and assigned EOC support materials.
Assists with developing, coordinating, and conducting emergency management training and exercises for City staff, including NIMS/ICS training coordination, HSEEP-based exercise support. Utilizes emergency management software systems, such as VEOCI, WebEOC, CivicReady, Preparis, or other assigned platforms used for EOC coordination, mass notification, public warning, incident documentation, and emergency information management. Coordinates with City departments, public safety partners, vendors, and outside agencies regarding emergency management programs and preparedness activities, including local, county, regional, state, school district, healthcare, utility, nonprofit, and private-sector partners as assigned.
Assists with public preparedness education, outreach materials, emergency preparedness presentations, community preparedness events, and coordination with community partners as assigned. Assists with emergency management grants, disaster reimbursement documentation, cost tracking, supporting records, and related local, state, or federal reporting as assigned. Performs inventory of Emergency Management Supplies and Equipment, conduct readiness checks, and identify emergency management support needs.
Lifting and moving boxes and supplies of possibly 40 pounds or more. Performs other related duties as assigned. Subject to 24-hour recall.
Education, Experience, or Certification High school diploma or GED required. Bachelor's and/or Associate degree in emergency management, fire science, public administration, business, homeland security, or a related field preferred. Experience in emergency management, public administration, public safety, fire service support, or a related field preferred.
Valid Texas driver's license required Required Certifications FEMA IS-100: Introduction to the Incident Command System FEMA IS-200: Basic Incident Command System FEMA IS-700: National Incident Management System FEMA IS-800: National Response Framework Preferred Qualifications and Certifications Two (2) years of experience in Emergency Management. NIMS 300 and 400 preferred or obtain within six (6) months of employment. EOC Professional Development Series preferred or obtain within three (3) months of employment.
Associate Emergency Manager (AEM)/Certified Emergency Manager (CEM) certification or Texas Emergency Manager Certification preferred; ability to pursue certification within one (1) year. FEMA Emergency Management Basic Academy or Texas Emergency Management Academy preferred.
