Primary Function

The Healthcare Program Manager (HPM) provides strategic and operational leadership for all health services delivered at a single detention facility. The HPM is accountable for full compliance with Performance-Based National Detention Standards (PBNDS), National Detention Standards (NDS 2000), National Commission on Correctional Health Care (NCCHC) accreditation standards, and applicable American Correctional Association (ACA) Health Services Design standards. This position ensures detainee health care is delivered in a safe, equitable, cost-effective, and legally defensible manner consistent with community standards of care.

Duties and Responsibilities

  • Regulatory & Contract Compliance: Ensure adherence to government regulations, contractual requirements, and accreditation standards (e.g., NCCHC, ACA, Performance-Based National Detention Standards, OSHA, HIPAA). Develops and implements site-specific health services policies and procedures.
  • American Correctional Association (ACA) accreditation: Plans, directs, and ensures activities to establish ACA accreditation.
  • NDS Compliance: Maintains operational compliance with NDS medical care standards applicable to facilities not yet transitioned to PBNDS, as directed by the contracting officer representative (COR). Implements NDS requirements for intake health screening, infirmary care, and medication administration where applicable.
  • NCCHC Standards for Health Services: Develops and deploys processes to ensure required NCCHC documentation: health records, quality improvement (QI) reports, peer review, and credentialing files are maintained.
  • ACA Health Services Design Standards: Aligns physical health services space, equipment, and operational workflows with ACA standards for health care facility design. Coordinates with facility management to ensure health services areas meet ACA space and safety standards.
  • Quality & Risk Management: Develop and maintain quality improvement, patient safety, infection control, and risk management programs. Prepare for and support internal/external audits and inspections.
  • Stakeholder Coordination: Act as the primary point of contact with the government customer, prime contractor, and detention facility leadership, providing timely reports, updates, and recommendations.
  • Reporting & Documentation: Ensure accurate and timely submission of reports, incident documentation, and statistical data required under the government contract.
    • Ensure health records are maintained in accordance with HIPAA, records management requirements, and NCCHC standards.
    • Prepare, review, and submit required reports, including Significant Incident Reports (SIRs) for deaths, serious illness, or suicide attempts.
    • Coordinate and facilitate all inspections, NCCHC accreditation surveys, and ACA audits; respond to findings with documented corrective actions.
    • Ensure all detainee grievances related to health care are investigated and resolved within required timeframes.
  • Develop and implement site-specific and system-wide operational plans, staffing models, and service delivery frameworks.
  • Emergency Preparedness: Coordinates emergency medical response planning, drills, and continuity of operations in compliance with facility protocols.
  • Infection Control: Oversees the site infection control program including surveillance, outbreak response, communicable disease reporting, and compliance with CDC and local public health directives. Manages the TB screening program and ensures compliance with applicable local and federal public health standards.
  • Behavioral Health Program: Oversees behavioral health program operations including intake mental health screenings, crisis intervention, suicide watch, and step-down programming.
  • Pharmacy and Medication Management: Ensures safe medication management practices including formulary compliance, medication administration records (MAR), controlled substance accountability, and pharmacy audits. Maintains compliance with DEA regulations for controlled substances and applicable state pharmacy board requirements.
  • Other duties and projects assigned.

Job Requirements

  • Master's degree in healthcare administration, Public Health, Business Administration, Nursing or related field preferred (Bachelor's degree with significant relevant experience may be considered).
  • Minimum of 5 years of progressive leadership experience in healthcare administration, preferably in correctional, detention, military, or government-contracted healthcare environments.
  • Knowledge of federal and state healthcare regulations, detention facility healthcare standards, and government contracting compliance.
  • Strong leadership, communication, and interpersonal skills with the ability to lead diverse teams in a secure environment.
  • Proficiency in Microsoft Office Suite and healthcare management systems (EHR, scheduling, inventory).
  • Must be able to multi-task, be detail-oriented, be organized, and have excellent verbal and communication skills.
  • Ability to obtain and maintain necessary clearances and credentials required for access to detention facilities.
  • Ability to obtain and maintain favorable background investigations.
  • Meet the requirements of the contract for all immunizations.
  • Must be a U.S. citizen or permanent resident, resided in the U.S. for 3 years in the past 5 years.
  • Must be at least 21 years of age.
  • Must complete all required training.
  • Ability to adapt to sudden changes and flexibility in work requirements to include potential shift changes based on operational needs and/or command priorities.

Preferred Qualifications

  • Bilingual (English/Spanish or other relevant languages) preferred.
  • Experience managing multi-disciplinary healthcare teams in high-security or government settings.
  • Strong background in compliance, audits, and inspections (e.g., NCCHC, ACA, Joint Commission).
  • Financial acumen in managing healthcare budgets under government contracts.
  • Ability to navigate complex stakeholder relationships with diplomacy and professionalism.
  • Certified Project Management Professional (PMP).
  • Has undergone a federal investigation at the level of Tier 2 or higher; has been grantedfavorable suitability/eligibility and has not had a break in service for more than 24 months.
  • Detention center experience.

Physical Requirements and Work Conditions

  • Work is performed in a secure detention facility.
  • May require evening, weekend, or on-call hours.
  • Exposure to emotionally challenging situations.
  • Requires physical presence and mobility throughout the facility.
  • Participate in drills and emergency responses as assigned.
