SENIOR ECONOMIC ANALYST

ICF's Regulatory, Policy and Economics business portfolio at ICF supports primarily public-sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges. We provide innovative, accurate, timely, and high-quality analyses and support services. We estimate the environmental, safety, and social impacts of regulations, policies and programs and assess their costs, benefits, and economic impacts. We also evaluate program effectiveness. We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Environmental Protection Agency, Department of Transportation, Department of Labor, Department of Homeland Security, and the Nuclear Regulatory Commission.

We offer a dynamic work environment where you will contribute to supporting the critical missions of federal agencies. You will be part of a multidisciplinary team, often working on multiple projects concurrently and providing a wide range of support services. This full-time position will be located in Waltham, MA or Reston, VA.

Job Responsibilities:

As a Senior Economic Analyst, you will provide applied research and consulting services in support of national-level programs focused primarily on addressing a range of environmental, public safety, and social issues. You will work as part of a team to conduct regulatory impact analyses, assess the benefits of regulations (e.g., health, environmental, and safety), research industry responses to changing regulatory requirements and analyze their costs, develop and apply models and other methods to quantify impacts, and provide other general program support. You will conduct research or review existing literature and analyses to support program design or implementation. You will also contribute to policy papers, technical background documents, and other rulemaking support documents.

You will collaborate with junior and senior staff within a multidisciplinary team that includes economists, scientists, and engineers. You will also have direct contact with clients and will contribute to expanding our business.

Minimum qualifications:

  • Master's degree in economics or related discipline with coursework in economics
  • Minimum 4 years of relevant work experience, OR
  • PhD in economics, plus 4 years of relevant work experience.

Additional qualifications:

    • Excellent written and oral communications skills;
    • Very strong analytical skills and a demonstrated ability to work independently and to apply a variety of technical skills and innovative thinking to solve problems;
    • Ability to prioritize and work on multiple projects concurrently under strict deadlines in a fast-paced environment;
    • Demonstrated expertise in data analysis and modeling methodologies, with proficiency in statistical and scripting software (e.g., R, Python, Stata); and
    • Advanced proficiency in MS Office applications, particularly Excel, with experience using advanced functions and formulas, PivotTables, Power Query, and conducting large dataset analysis.

    Preferred qualifications:

    • Strong quantitative skills and an outstanding academic record;
    • Demonstrated understanding of, and prior experience with, the federal rulemaking process, and regulatory impact analysis;
    • Prior consulting experience; and
    • Experience managing complex tasks within projects, coordinating technical and functional aspects of projects, and interacting directly with clients.

    Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

    The pay range for this position based on full-time employment is:
