The RISC Chief Data Office sits at the intersection of innovation and integrity. We empower auditors, agents, and stakeholders by transforming massive, disparate datasets into actionable intelligence. As a Data Analyst, you will work alongside subject matter experts and stakeholders to create data-driven solutions covering a wide variety of topics. You aren't just a number-cruncher; you're the key to unlocking critical insights to fulfil our mission to provide comprehensive analytical services.
What You'll Do:
  • Develop Solutions: Design custom analytical methodologies and products that maximize impact for our investigative and audit clients.
  • Collaborate Across Teams: Thrive in a team environment, working closely with technical and data support professionals.
  • Translate Complexity: Distill sophisticated analytical solutions and results in clear, compelling briefings for customers, executives, and non-technical audiences.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-13. The salary range for this position is $70,623.00 - $158,322.00. The salary figures include locality pay. Promotion potential to a GS-13 at management's discretion.

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
  • Bachelor's degree from an accredited college or university in Operations Research, Mathematics, Statistics, Analytics, Geography, Computer Science, Data Science, Economics, or related analytics or engineering field.

AND
  • Must have 1 year of specialized experience with query languages (e.g., SQL), programming languages (e.g., Python), business intelligence tools (e.g., Power BI, ArcGIS Pro, etc.), and analytics platforms (e.g., Databricks).

DESIRABLE QUALIFICATIONS
  • Knowledge and experience with Postal Service processes and related data systems for mail processing, delivery, logistics, or other business functions.
  • Knowledge and experience in the law enforcement, audit, and/or mailing industry.
  • Knowledge of advanced analysis techniques such as natural language processing, predictive analytics, and machine learning model, development, training, evaluation, testing, refinement, deployment, and maintenance.

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Knowledge of data analytics and artificial intelligence theories, principles, concepts, methods, and techniques sufficient to conduct analyses.
  • Skills and experience using a variety of analytical and business intelligence tools and languages (E.g., Esri, SQL, Python, R, Power BI, Databricks) to ingest and manipulate data and conduct research, data analysis, mathematical modeling, statistical analysis, and data mining.
  • Experience working in database and cloud environments (E.g., Oracle, Teradata, SQL Server, Azure).
  • Ability to communicate and visualize analytical methods and results to peers, customers, and non-technical stakeholders.

You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; or receive a zero (0) rating on any evaluation factor.
Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
