Job description


Dynamo has a need for an Assistant Test & Evaluation (T&E) Specialist that that would be considered an Engineering Technician in the Aviation, Surface, or C5ISR T&E field. This individual will perform and provide technical, analytical, administrative, and material support for the USCG Team at OPTEVFOR in either the Assistant Surface, Aviation, or C5ISR T&E specialties as requested by the COR.
Service T&E Support Engineering Team provides independent OT&E that takes place on Aviation, Surface, Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance Reconnaissance (C5ISR), and Information Technology (IT) systems as directed by the Director, Department of Homeland Security, Office of Test and Evaluation (DHS DOT&E) to support major USCG acquisitions programs. Testing may include Developmental Testing (DT) Assistance, Combined DT/Operational Testing (OT), Early Operational Assessment (EOA), Operational Assessment (OA), Initial Operational Test and Evaluation (IOT&E), Follow-on Operational Test and Evaluation (FOT&E) test phases, and Verification of Correction of Deficiencies (VCD). In addition to the Cyber resiliency OT included in the aforementioned testing, cyber resilient specific events may include Cyber Tabletop (CTT) exercises and Cooperative Vulnerability and Penetration Assessment (CVPA). Production of documentation to support OT&E may include development of Integrated Evaluation Frameworks (IEF), Test & Evaluation Master Plan (TEMP) input, Test Plans, Letters of Observation (LOO), and Final Reports.
The overarching objective of this requirement is to support the technical, analytical, administrative, and material support. The requirement supports the U. S. Coast Guard (USCG) Program Sponsor (CG-7) and USCG Detachment embedded with Commander, Operational Test and Evaluation Force (OPTEVFOR). This order executes Operational Test Authority (OTA), also known as Independent Test Agent (ITA) support services. Services cover operational testing (OT) support for the conduct of independent Operational Testing and Evaluation (OT&E), Modeling and Simulation Operational Testing and Evaluation (M&S), documentation review, and USCG acquisition related task support.
The Contractor shall complete OT&E work tasks as directed by the responsible program OTD, which may be issued for the following domains: Air, Surface, C5ISR, and Information Technology Systems. Work tasks may be issued in the following general areas for providing assistance to the Government:
  • Documentation Review
  • Test planning Support
  • Test Operations Support
  • Test Analysis and Reporting

Duties/ Responsibilities
  • Documentation Review: - Review project documentation such as, Concept of Operations (CONOPS), Mission Needs Statements (MNS), Capability Development Plan (CDP) Analysis of Alternative (AoA), Operational Requirement Document (ORD), Integrated Logistics Support Plan (ILSP), Test and Evaluation Master Plan (TEMP), Capability Development Document (CDD), and Capability Production Document (CPD), training plan, manning documents, DT test plans, DT test reports, training manuals, operator manuals, maintenance manuals, and OT&E budget recommendations, and provide comments for accuracy and testability. Provided comments in the form of draft letters, presentations, and spreadsheets.
  • Test Planning Support - Draft Critical Operational Issues (COIs) to establish testable capabilities for inclusion in requirement documentation and Test and Evaluation Master Plan (TEMP)s. Conduct background research and provide analytical support and recommendations to the OTD for the development of Integrated Evaluation Frameworks (IEF), OT test plans, including data collection plans, objectives, procedures, and analysis for OT. Assist with drafting applicable portions of the TEMP and provide to USCG personnel. Draft test matrices and procedures to satisfy OPTEVFOR testing objectives. Provide recommendations for data reduction/reconstruction requirements (including hardware and software resources necessary for the collection and storage); identify facilities which can provide this processing; and prepare appropriate documentation to support the required service(s). Provide technical comments on changes made to the draft test plan during development. Provide technical support through development of an executable test plan as developed by OPTEVFOR policy and procedures.
  • Test Operations Support - Attend events as directed by the OTD to support the tasks outlined in this Statement of Work and provide technical reports from the events. Assist the OTD in briefing test participants, emphasizing the objectives of the test event and specific data-gathering requirements for each participant. Observe demonstrations and test events as directed by the OTD, collect test data, and provide technical reports.
  • Test Analysis and Reporting - Perform data collection, processing, reduction, and preliminary analysis of data to ensure data validity, prior to incorporating more detailed data processing in accordance with OPTEVFOR processes, procedures, analysis, and evaluation. Correlate data using statistical techniques called out in each test plan to analyze operational effectiveness and suitability tests. Provide follow-up assistance on test reports and briefs.

Required Skills/Abilities
  • Successfully completed a full four-year Science, Technology, Engineering, or Mathematics curriculum leading to a bachelor's or higher degree and at least 5 years of USCG, DHS, DoN, or DoD Operational experience respectively in Aviation, Surface, C5ISR, or as part of the CG-9, USCG, DHS, DoN, or DoD Headquarters staff., OR have at least ten (10) years of USCG operational experience in Aviation, Surface, or C5ISR relevant fields as applicable; and
  • Be able to successfully complete the necessary requirements to hold either a Department of Defense (DoD) or Department of Homeland Security (DHS) Certified Acquisition Professional certificate for Test & Evaluation Manager Level I; and
  • At least three (3) years working on the development of products listed such as Test Plans, and Final Reports, in direct support of Operational Testing of USCG, DHS, DoN, or DoD Level 1 Acquisitions.
  • Must be a U.S. Citizen with the ability to have an active DoD Secret clearance.
  • Ability to manage multiple, shifting priorities and tight deadlines, and maintain detailed project plans and workflows.
  • Excellent communications and change management, planning and prioritization skills.
  • Possess and demonstrate the interpersonal and leadership skills to build relationships with key internal stakeholders responsible for decision making.
  • Adaptability and willingness to take on additional tasks as needed.
  • U.S. citizenship required.

Education and Experience:
  • At least 5 years of USCG, DHS, DoN, or DoD Operational experience respectively in Aviation, Surface, C5ISR, or as part of the CG-9, USCG, DHS, DoN, or DoD Headquarters staff.

Travel Requirement:
  • Contractors may be required to travel for official business (2-3 trips per year) from the primary or secondary location to designated locations to support the OTD. These trips may include locations such as USCG Headquarters, Aviation Logistic Center, Aviation Training Center, USCG Air Stations, USCG Sectors, USCG Cutter, NAVAIR, etc.
