EDUCATION and/or EXPERIENCE

Associate degree in Health Management, Medical Services, or a related field. 3 years of progressively responsible medical services or administrative experience in a medical specialty program. Must have at least 2 years of experience maintaining and handling confidential files and information and knowledge of DOT/FTA Drug and Alcohol regulations. Minimum 1-year experience leading subject matter in-person or virtual training.  Excellent written and verbal communication skills are required. Must be proficient in Microsoft Word, Excel, and PowerPoint. Excellent written and verbal communications skills required. In lieu of educational requirement directly related experience may be substituted on a year-for-year basis.

INTERVIEW SELECTION PROCESS: 

The selection process may include one or more components to demonstrate applicants' knowledge, skills and abilities in job-related areas.  These may include exercises such as practical demonstrations, written communications, oral interview and/or competency assessments.

SUMMARY

Responsible for the daily administration of the MARTA's Occupational Medical Services Programs. Administers existing and future Occupational Medical Services specialty programs identified as public health emergencies or deemed so by MARTA. Guides impacted employees through their medical recovery. Maintains and validates accurate program data. Provides guidance and consultation to management staff regarding specialty program protocol. Ensures all provisions of Drug/Alcohol Testing Program are strictly adhered to in accordance with FTA and MARTA's Drug & Alcohol Policy.

Prepares personnel actions for all violations of MARTA Drug & Alcohol Policy resulting from non-negative drug/alcohol testing. Provides training for drug and alcohol policies.  . Supports the  Manager of Leave Management & DOT Compliance in coordinating mental wellness programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Administers the MARTA DOT/FTA Drug and Alcohol Program by scheduling and supporting all drug and alcohol test types.

  2. Works with management to maintain drug & alcohol testing program in accordance with MARTA Policy and DOT/FTA regulations.

  3. Coordinates, within 24-hours of notification, the termination process of employees due to a violation of policy following FTA regulations and internal departmental communication/documentation.

  4. Ensures compliance of all post-accidents, random, reasonable suspicion and pre-employment drug and alcohol testing data for the FTA Management Information System (MIS) reporting.

  5. Maintains all records relating to drug/alcohol tests. Tracks and maintains all mandated confidential files in compliance with DOT/FTA regulations.

  6. Assists in providing training to employees on drug and alcohol policy and procedures in accordance with MARTA and DOT/FTA regulations. Performs the bi-monthly Drug & Alcohol Training for New Employees Orientation to ensure FTA compliance with safety sensitive employee training.

  7. Serves as MARTA's designated employer representative, maintaining ongoing communication with the Occupational Medical Services (OMS) contractor regarding day-to-day protocol and compliance with FTA regulations and MARTA's Drug & Alcohol Policy.

  8. Coordinates special Employee Assistance work/life balance and training and Critical Incident Stress Debriefing.

  9. Performs other related duties as assigned, including Transit Ambassador assignments.
