Job Summary:

The HSE Specialist will maintain ownership and responsibility of existing HSE program initiatives and improvements. Evaluate, identify, recommend, source, communicate, trial, train managers and employees, update policy, and audit. Ensure effective compliance with existing company policy and identify and implement new policy as needed. Apply an analytical, detail-oriented approach to maintaining safety programs. Creates SOP's for equipment and operations. The HSE Specialist communicates thoroughly and honestly with our team and our customers. Supports HSE compliance at 3 existing locations.

Essential Functions:

  • Meticulously tracks and records technicians' safety and refresher training, and drug testing. Schedules and otherwise ensures technicians are up to date on all required drug testing, safety and refresher training, including but not limited to: H2S, Passport, SafeLand, 1st Aid/CPR, Defensive Driving, Forklift, Electrical, Lock Out/Tag Out. Researches vendors and arranges for new safety training as the need arises. 
  • Creates SOP's for various operational and equipment tasks, including equipment operation and safety compliance. Pursues internal and external resources to supplement operational knowledge base. 
  • Conducts regular audits of work conducted in service yards and on customer drill sites; evaluates for safe work practices and ensures equipment is operating in a safe manner. Maintains thorough audit documentation. Provides coaching and feedback to technicians and risk assessment to management. 
  • Reviews all JSA's completed by service technicians and provides coaching and feedback on JSA completion. 
  • Prepares and runs weekly virtual tailgates with relevant safety topics. 
  • Stays up to date on safety compliance for all applicable governing agencies including OSHA and Cal-OSHA. Develops, writes, and implements new policies, procedures, and programs in compliance with local, state, and federal regulations. 
  • Maintains environmental compliance by providing direction and practical support, particularly managing compliant fluid waste disposal. 
  • Responds to emergency or after-hours HSE calls and provides incident management support. 
  • Leads in-depth investigations of safety and environmental incidents. Applies root cause analysis and recommends corrective actions, with thorough documentation. Sees action items through to completion.  
  • Edits and updates written company safety manual and policies as needed based on industry, agency, or customer requirements. Champions change management for safety policy and practice updates with technicians by presenting, coaching, and auditing the change. 
  • Provides specific guidance and issuance of appropriate safety supplies and consumables for service yards and field service. 
  • Immediately notifies Management when a concern or issue arises regarding compliance with Customer safety requirements. 
  • Ensures service technicians practice proper safe driving techniques; provides re-training whenever necessary. Ensures service technicians are properly inspecting vehicles for road-worthy conditions. 
  • Gains familiarity with customer safety platforms and supports maintenance of compliant status under guidance. Actively tracks upcoming due dates and prepares accordingly. 
  • Works with operations leadership to coordinate documentation of the Short Service Employee (SSE) program. 
  • Utilizes external and internal resources to keep electrical training and electrical manual up to date; ensures service technicians are operating within specified electrical restrictions and utilizing appropriate PPE and tools. 
  • Takes initiative, works diligently, and is extremely detailed and thorough with all HSE programs and compliance. Strives to operate and conduct service in light of company Mission and Values. 

Additional Responsibilities:

  • Travels to drilling rig job sites to audit employee safety compliance and provide coaching opportunities.
  • Follows travel safety policies and maintains situational awareness for personal and safety.
  • Stays thoroughly organized to ensure an efficient safety program.

Requirements

Knowledge, Skills and Experience:

  • Bachelor's degree, Associate's degree, or Certificate in Environmental Health & Safety or related field. Additional years of relevant experience may be acceptable in lieu of degree. 
  • 1-2 years' experience in an HSE or Safety role; experience in the oil and gas industry highly preferred. 
  • Intermediate knowledge of MS Office Suite, computers, and smart phones. 
  • Mechanical aptitude and understanding of industrial business required. 
  • Valid Driver's License, insurable according to company policy. 
  • Ability to understand, follow, and draft SOP's for equipment operation. 
  • Detail oriented and strong organizational skills. 
  • Desire and willingness to expand scope of responsibilities over time and grow into a management position. 
  • Ability to take a coaching approach to safety with service technicians. 
  • Team player with effective communication skills. 
  • Ability to coordinate safety improvements from start to finish.
