Job description

Job Summary: Dominion Due Diligence Group (D3G) is recruiting for a Program Director with extensive knowledge of Fannie Mae and Freddie Mac protocols, who will manage property condition assessments and reporting for multifamily apartments. This position can be located in the Midlothian, VA, Denver, CO offices, or remote.
Duties and Responsibilities:
  • Review Fannie Mae and Freddie Mac Property Condition Reports.
  • Prepare quality reports consistent with D3G Standard Operating Procedures (SOPs) and D3G expectations.
  • Provide technical support to promote/enforce consistency among team members.
  • Foster communication within and outside teams to promote consistency and teamwork.
  • Monitor On-Time-Delivery (OTD) for all assigned team projects.
  • Evaluate reports based on completeness of duties and quality of work product.
  • Perform property inspections of multifamily apartments and nursing homes.
  • Site inspections consist of visual observations of mechanical equipment, electrical service, plumbing, building structure, life safety, and handicapped accessibility. The objective of inspections is to identify physical building or site issues (e.g., leaking roof, damaged siding, deteriorated asphalt parking lot, plumbing issues) and to determine the project's future needs.
  • Interview property management to understand maintenance history, past rehabilitation/construction activities, and property improvements.
  • Coordinate and schedule property inspections with the property representative. Inspections include reviewing property amenities, building exteriors, interior common areas, mechanical areas, and a sample of occupied apartments.
  • Arrange travel-flight, hotel, rental car. D3G performs assignments throughout the United States and U.S. territories. Travel expectations are approximately 4 to 5 nights per month. D3G pays all travel expenses.
  • Responsible for professional and timely communication with Team Leader, Client Managers, clients, and property representatives.
  • Assist with client communication / provide technical assistance.
  • During inspections, field data collection for Environmental and Energy staff will be required.
  • Prepare written reports that describe the property, all the various building components, the existing conditions, recommended repairs, and an estimate for future needs.
  • Train and mentor staff as needed.
  • Promote D3G services and expertise to existing and potential clients.
  • Performs other duties as requested or assigned.

Working Conditions: Position requires travel for inspections, approximately 4 to 5 nights per month, within the United States, including by airplane or car. Depending on property size, typical inspections take 6 to 12 hours while on site. Report writing generally takes 2 to 3 business days.
Physical Requirements: The position requires overnight travel, performing property inspections that often require 2 to 5 miles worth of walking (including walking through interior common areas and mechanical areas, walking into and throughout a sample of dwelling units, walking around building exteriors and property grounds during various climatic conditions, climbing stairs, and climbing ladders to access attics and/or flat roof areas), and sitting or standing in front of a computer while preparing inspection reports.
Direct reports: This is not a management position and does not require any supervision of other staff.
Requirements
Required Qualifications
  • High level of knowledge with Fannie Mae and Freddie Mac multifamily guidelines.
  • Experience in preparing high-quality Fannie Mae and Freddie Mac property condition reports.
  • Experience preparing property condition reports in Parcel or Quire.
  • Experience reviewing property condition reports.
  • Knowledge of the Fair Housing Act design and construction requirements.
  • Residential or commercial construction knowledge - either overall or knowledge in a specific field/trade - gained through school or work experience.
  • Good technical skills (proficiency in Microsoft Office: Excel, Word, and Outlook).
  • Analytical thinker with the ability to solve problems.
  • Strong written and verbal communication skills. Ability to follow written and verbal instructions and communicate effectively with team members.
  • Strong organizational skills, ability to work independently, and willingness to learn.

Preferred Qualifications:
  • A bachelor's degree or an associate degree in engineering, construction management, architecture, or similar courses of study is preferred.
  • Military service. D3G is a certified V3 (Virginia Values Veterans) company.
  • Preferred past work experience includes, but is not limited to, construction project management, construction supervision, general contractors, and trade professionals.
  • Green Building knowledge or certification is preferred; however, the incumbent will be provided with Green Building training opportunities.
