Job description


JOB SUMMARY:
This position will lead energy efficiency program design and evaluation activities for Georgia Power, Alabama Power and Mississippi Power. The successful candidate will have applicable experience related to managing regulatory filings and processes, overseeing monthly certified budget rollup, providing strategic direction on future IRP design of DSM programs and managing the evaluation of certified DSM program delivery.
The Energy Efficiency Design and Evaluation Manager will work closely with the DSM leadership team, at Georgia, Alabama and Mississippi Power and Southern Company to plan and execute on design and evaluation efforts for energy efficiency programs along with sharing consistent program performance data at a Southern Company level. The successful candidate must be able to drive and deliver results while managing a team of internal marketing analysts, overseeing external evaluators and design vendors, and working with third party implementers on energy and demand savings data. They should be proficient in using industry research or external relationships to learn about trends in the industry and identify solutions for DSM programs across Southern Company. The successful candidate will also be responsible for understanding the DSM needs across the electric OpCos and identifying solutions collaboratively such as facilitating a joint RFP and/or contracting process where applicable to gain efficiencies, savings and better customer experience. They will work with various internal teams such as Supply Chain and Technology and external design, evaluation and implementation vendors to identify and employ services that can be used across the electric OpCos resulting in cost savings for the Company and its customers and consistency in the work performed, data obtained and customer experience across the Southern Company territory. The successful candidate will ensure reports to external organizations such as NERC, ACEEE and EIA are consistently developed by the electric OpCos through documentation processes and definitions of requested data.
This position will manage and oversee the IRP and DSM Certification filings for Georgia Power and other electric OpCos, as needed . This includes coordinating and responding to data requests, providing progress updates, preparing testimony drafts, and playing a critical role in witness preparation and hearing support.
The Energy Efficiency Design and Evaluation Manager must also be comfortable with partnering and collaborating with multiple internal stakeholders and coordinating with external evaluation and implementation partners daily. Working with partners, including the Georgia, Alabama and Mississippi Public Service Commission Staff and Interveners, and remaining diplomatic will also be critical to success in this role.
JOB REQUIREMENTS:
  • Education: 4-year degree required
  • Results oriented leader. Demonstrated ability in getting results through collaboration with internal and external partners
  • Must have a minimum of 5 years of experience working in the utility space or supporting the utility space
  • Experience working in a regulatory environment and familiarity with regulatory processes and procedures required
  • Strong leadership skills
  • Ability to manage multiple tasks and deadlines including delegating assignments
  • Strong analytical skills and high degree of precision required
  • Excellent communication skills to internal and external audiences required
  • Strong relationship and team support skills
  • General knowledge and understanding of data analytics and sales reporting tools
  • Previous experience working across multiple departments and organizations

MAJOR JOB RESPONSIBILITIES:
  • Responsible for required filings at the Georgia Public Service Commission, per program cycle:
  • Evaluation, Verification, and Measurement Report
  • DSM Certification Filing
  • IRP Filing - Chapter 8 and DSM Docket
  • Work with Energy Efficiency leadership across the 3 electric OpCos, SCS planning teams, and design consultants in the development of effective and economically viable energy efficiency and demand response programs to be filed in the Company's IRPs
  • Manage the Evaluation, Measurement, and Verification (EM&V) process to ensure regulatory requirements are met and high net income targets are set
  • Report on data monitoring on federal, state, and local pending legislation or regulatory policies on energy efficiency and DSM activity that affects current and future requirements at Southern Company
  • Provide analysis and feedback on DSM program (certified, non-certified and pilots) performance including strategies for program modifications to optimize performance toward regulatory energy savings targets as needed.
  • Support team in technical data analysis for energy efficiency-related special projects and requests from Company leadership.
  • Support and oversee the IRP and DSM Certification filings (including the filings, data requests, testimony drafts, and witness/hearing support)
  • Communicate evaluation and design updates to Georgia, Alabama and Mississippi Public Service Commission Staff as needed.
