Overview
Position Overview
The Program Manager will serve as the senior operational and strategic lead for a multi-year, nationwide public health behavior change integrated marketing contract of significant scale, visibility, and regulatory complexity. This role will oversee a large contract supporting national prevention and awareness campaigns designed to influence health behaviors across diverse populations.
This position requires demonstrated experience leading federal and/or large scale state public health communications initiatives supported by substantial investment and measurable performance expectations.
The Program Manager will be responsible for end-to-end execution and across strategic planning, research, creative development, national media implementation, campaign measurement, and government coordination in a highly accountable and performance-driven environment.
Responsibilities
Key Responsibilities
• Contract & Task Order Management
o Serve as the primary point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR) across all task orders.
o Oversee execution within a fast-paced, multi-task IDIQ contract structure.
o Manage deliverable schedules, timelines, and task order lifecycle.
• Strategic & Campaign Oversight
o Ensure alignment of integrated marketing campaign strategy with federal public health objectives, evidence-based practices and communications/marketing principles.
o Oversee research planning, IRB/OMB coordination, and integration of formative and message testing.
o Supervise development and facilitate approval of messages and creative executions for a range of high-risk audiences.
o Guide integrated data-driven media strategies across paid, earned, owned, influence and partnership traditional, digital, streaming, and emerging platforms.
o Ensure achievement of aggressive national reach and frequency benchmarks.
o Oversee real-time campaign optimization and iterative refinement.
• Financial Oversight
o Oversee responsible and transparent management and reporting of concurrent task orders with large-scale, paid media components.
o Ensure financial reconciliation, invoicing accuracy, and audit readiness across entirety of IDIQ.
• Team & Partner Leadership
o Lead multidisciplinary teams spanning research, creative, media, analytics, and strategic partners.
o Oversee subcontractor performance, including population/cultural specific agencies, and community-based partners.
• Performance Measurement & Reporting
o Oversee campaign performance tracking across paid, owned, earned, influence and partnership platforms.
o Ensure delivery of required reporting including TRPs, digital analytics, dashboards, and optimization documentation.
o Coordinate with independent outcome evaluation contractor(s) to ensure alignment between messaging strategy and measurable health outcomes.
Qualifications
Required Qualifications
• Bachelor's degree required; advanced degree in field preferred.
• 12+ years of experience leading strategic, large-scale public health or behavior change campaigns.
• Demonstrated experience overseeing paid media campaigns with significant annual media investment and reach.
• Experience leading multidisciplinary teams across research, creative, media, and analytics.
• Demonstrated experience operating within highly accountable, performance-driven environments with measurable outcome expectations.
Preferred Qualifications
• Experience managing federally funded public health programs or operating within regulated health environments.
• Familiarity with IDIQ or multi-task order contract structures.
• Familiarity with IRB/OMB research clearance processes.
• Experience coordinating with third-party evaluation contractors and research partners.
• Demonstrated experience leading culturally responsive outreach initiatives.
Compensation
In order to comply with equal pay and salary transparency laws in various locations, we believe the target range of base compensation in New York City for this role is $200,000 - $230,000. Actual compensation is influenced by a wide array of factors including but not limited to skill set, level of experience, and location.
