Position Overview
ITS is seeking a detail-oriented, process-driven individual to join our Compliance team as the SCA Compliance Program Manager. This individual contributor role ensures that Operations and other stakeholders are following the day-to-day flow-down, tracking, and reporting processes that manage ITS's Service Contract Act (SCA) and/or other governmental obligations, including but not limited to USPS-specific requirements. The Program Manager works under the general guidance of the Director, Compliance & Risk Management and collaborates closely with Operations, Legal, Carriers, and outside consultants to build out and continuously refine the compliance process.
While this is an individual contributor role, the Compliance Program Manager holds authority to require corrective action from Operations, and to identify and drive resolution of SCA-related flow-down gaps with Carriers through ITS's existing contractual and onboarding processes.
Primary Accountabilities
Carrier Onboarding & Acknowledgements
  • Collaborate with Operations to facilitate subcontract carrier onboard calls to present the topics of SCA requirements, quarterly reporting requirements, deploy the handbook, and obtain signed acknowledgements.
  • Facilitates the quarterly SCA acknowledgement cycle across active carriers, tracking responses and escalating non-responses.
  • Ensures on-time completion of the required USPS - Subcontract (SubK) reporting.
  • Addresses carrier pushback or non-compliance directly with the Operations team to resolve at the operational level; escalates as appropriate if unresolved.
  • Participates in USPS vendor presentations, identifies new or changed requirements, and seeks solutions to align compliance with changes.
  • Participate in Carrier Summit meetings (internal / external).

Wage Determination & Rate Integrity
  • Develop methods for reviewing WD changes, reports updates to the ITS USPS Development Team to confirm changes and review for rate updates.
  • Maintains the Wage Determination Catalog, allowing for the deployment of WDs in tandem with Rate Confirmations.
  • Collaborates with IT to ensure flow-down methods, links, etc. are consistently functional and corrects any gaps in the process.
  • USPS Contract Compliance
  • Collaborate with the USPS Contract Development Team to ensure contract documents are well-organized and stored for the required retention period.
  • Process & Audit Trail
  • Collaborates with external resources to define and refine SCA compliance processes and documentation standards.
  • Maintains a clear audit trail (acknowledgements, WD updates, badging status) sufficient to respond to a DOL Wage & Hour inquiry; supports investigative measures for external inquiries.
  • Collaborates across Operations, Legal, IT, Carrier Network, and outside consultants to ensure flow-down obligations are met.
  • Develops and revises SOPs applicable to SCA compliance as the process matures.
  • May be assigned additional compliance responsibilities beyond USPS/SCA, including other industry-related regulatory topics, as delegated by the Director.

General
Beyond USPS-specific obligations, this role may be assigned additional compliance responsibilities relevant to the broader transportation and logistics industry.
Position Requirements
  • 1-2 years of experience in compliance, contract administration, logistics, or a related field; internal candidates with ITS carrier/operations exposure strongly encouraged to apply.
  • Bachelor's degree preferred, not required.
  • Strong written and verbal communication skills.
  • Comfortable taking ownership of a process and driving it forward through influence and collaboration.
  • Strong analytical skills, with the ability to interpret regulations, rate data, and compliance documentation accurately.
  • Strong attention to detail and comfort with recurring, deadline-driven tracking work.
  • Proficient in Microsoft Office Suite (Excel, Word, Outlook).
