Senior Warehouse & Distribution SME

Position Overview

The Senior Warehouse & Distribution SME is a Key Personnel position supporting the Bureau of Engraving and Printing (BEP) Office of Supply Chain Management (OSCM) under the OSCM Supply Chain Operations Support Services contract. This is a non-personal services engagement. The SME will provide expert-level warehouse and distribution support at the Washington, D.C. Currency Facility (DCF), with authorized travel to the Fort Worth, TX facility (WCF) twice per year to conduct operational assessments. The SME will operate under Oracle E-Business Suite (EBS) and support OSCMs warehouse modernization initiatives, staff training, and operational improvement efforts.

Key Responsibilities

  • Evaluate warehouse space and layout, equipment (e.g., carousel/ASRS, PIT), material flow, safety, and standard operating procedures (SOPs) at the DCF and WCF facilities.
  • Identify upgrades and new technologies; propose an implementation roadmap and cost options for warehouse modernization.
  • Provide staff training on improved warehouse processes, safety standards, and best practices.
  • Establish key performance indicator (KPI) baselines, including pick accuracy, turn times, and space utilization.
  • Deliver the Warehouse Modernization Assessment Report during the base year at the designated milestone date.
  • Develop training modules and KPI baseline documentation for COR and OSCM Chief review.
  • Travel twice per year to the Fort Worth, TX (WCF) facility to conduct operational assessments.
  • Support OSCMs daily supply chain operations and warehouse modernization execution.

Qualifications and Experience

Mandatory Qualifications:

  • A minimum of ten (10) years of experience in warehouse operations and distribution management.
  • At least five (5) years of experience specifically in high-security or industrial manufacturing environments.
  • Demonstrated professional mastery in warehouse optimization, including layout design and material flow analysis within high-security manufacturing environments.
  • Advanced technical proficiency in Oracle E-Business Suite (EBS) and Warehouse Management Systems (WMS), specifically regarding inventory accuracy and automated distribution modules.

Desired Qualifications:

  • Professional experience implementing Lean Six Sigma or similar methodologies to optimize space utilization and reduce operational waste.
  • Documented experience overseeing the transition from manual inventory tracking to automated hardware solutions, such as mobile scanning and automated storage/retrieval systems (ASRS).
