Job description

The Contractor shall provide training instructions for the following HT-JCOE Courses: Defense Strategic Debriefing Course (DSDC). Training and training support may be required on nights, holidays, and weekends as dictated by the published training schedule. * Instructors must demonstrate satisfactory proficiency for all tasks and sub-tasks on which students in their respective courses will be evaluated. * Instructors must apply advanced instructional methods and adult learning models to training during platform instruction, small group instruction, individual instruction, long-distance learning, mentorship, and coaching. * Instructors will provide research support to students during performance-based practical exercise planning and preparation time. Surge Support The Contractor shall provide instructor surge support capability to meet increased student throughput requirements. Training Schedules The Contractor shall assign contract instructors to meet the training schedule requirements for HT-JCOE training courses. Contractor instructors are assigned to perform specified activities on course training schedules. Instructor After Course Reviews The Contractor shall participate in instructor after course reviews and provide verbal/written input during the course of discussion. Maintain Programs of Instruction (POI) Training Support Packages The Contractor shall assist the Government in writing, reviewing, and updating Training Support Packages (TSP) for POIs. TSPs include lesson plans, student handouts, instructor handouts, job aids, discipline guides, other related products IAW HT-JCOE OSOP's. All TSPs need to be available and saved in government designated locations. All TSPs are government property and may not be disseminated outside of HT-JCOE without the approval of the HT-JCOE Commander. Lesson Plan Feedback Report The Contractor shall prepare the Annual Lesson Review Worksheet (J7 Form) for assigned lesson plans and upload the signed form to the J7 Secret Internet Protocol Router (SIPR) SharePoint location. Student Evaluation The Contractor shall provide training evaluation for HT-JCOE training courses. The Contractor shall: * Assess student performance, recommend remedial training strategies, implement approved remediation strategies, and document remedial training for HT-JCOE students IAW respective course Individual Student Assessment Plans (ISAP) and SOPs. * Develop and administer government-approved test and evaluation materials for HT-JCOE training courses and perform test grading analysis upon test conclusion. * Administer tests and evaluations in a manner that maximizes HT-JCOE Course SOPs and guidance. * Accurately evaluate student knowledge, performance, and proficiency on lesson, role, and course content based on test material and practical exercises. * Safeguard test and evaluation material IAW course SOPs. Training Preparation Training Venues and Materials The Contractor shall perform training support and exercise support functions for HT-JCOE training courses. The Contractor shall: * Prepare and maintain classroom/training venues and materials for small group instruction prior to conducting a class. * Ready training venues and materials IAW respective course SOPs. Comply with command supply discipline programs. Live Environment Scenarios The Contractor shall provide assistance to develop, maintain, and update training course live environment scenarios. These scenarios are used in training courses and include but are not limited to historical data with road to war-type information, and political, economic, military, information, societal, intelligence, and infrastructure details. All material developed for live environment scenarios are government property and may not be disseminated outside of HT-JCOE without the approval of the HT-JCOE Commander. Role Playing Materials The Contractor shall prepare, review, and update culturally accurate, realistic role-playing material with lifestyle details, deducible motivations, and in-depth, current relevant, technical, geo-political, and strategic information. The Contractor is responsible for personal authentication and identification documents, which support the role. All material developed for role-playing are government property and may not be disseminated outside of HT-JCOE without the approval of the HT-JCOE Commander. Non-Traditional Training Risk Assessments The Contractor shall provide input to the development of comprehensive risk analyses for non-traditional training exercises in MSO courses. The Contractor shall: * Comply with established risk reduction measures identified in training event risk assessments. * Provide input to complete DD Form 2997, Deliberate Risk Assessment Worksheet, including risk mitigation measures. Training Records The Contractor shall prepare and maintain student records for up to 52 students simultaneously. Student numbers may change depending on annual throughput requirement fluctuations. The Contractor shall gather, collect, record, track, and verify data and information for student record maintenance. The Contractor shall review, analyze, digitize, and archive training records on government provided computers for students at the conclusion of each course. Student Counseling The Contractor shall assist in counseling students IAW respective course SOP. * Maintain student counseling records for all assigned. Required Qualifications: Qualifications for Defense Strategic Debriefing (DSDC) Training Specialists and Role Players * Secret Clearance (Note: US citizenship is required to obtain a security clearance) * Graduate of DSDC * Minimum four years of HUMINT collection experience with not less than two years conducting strategic debriefing operations. * Newly hired training specialists must have operational experience in strategic debriefing within the last five years. Compensation Details:
