The Opportunity:
Tetra Tech is seeking an experienced Program Manager to lead the day-to-day management and execution of a high-profile program supporting the Puerto Rico Department of Housing (PRDOH). This role is responsible for overseeing program operations, supervising multidisciplinary staff, coordinating with clients and stakeholders, managing schedules and deliverables, ensuring regulatory compliance, and driving successful program outcomes.

As Program Manager, you will provide leadership for a multidisciplinary team responsible for delivering critical projects that support Puerto Rico's long-term recovery and resilience goals. Your leadership will help ensure projects are delivered efficiently, remain compliant with federal and Commonwealth requirements, and provide meaningful benefits to communities across Puerto Rico.
Position Summary:
The Program Manager is responsible for the overall management, coordination, and performance of program operations. This position oversees staff, manages program schedules and deliverables, monitors budgets and compliance, coordinates with PRDOH and project stakeholders, and ensures the successful execution of program objectives. Working closely with technical staff, clients, and subcontractors, the Program Manager will identify risks, resolve issues, support strategic decision-making, and maintain program performance throughout the project lifecycle.
Essential Job Functions:
The following duties are considered essential to the role. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential functions:
  • Lead and oversee day-to-day program operations to ensure successful execution of contractual requirements, project objectives, and client expectations.
  • Supervise, mentor, and coordinate multidisciplinary program staff while fostering collaboration, accountability, and high performance.
  • Serve as the primary point of contact between Tetra Tech, the Puerto Rico Department of Housing (PRDOH), participating entities, and other program stakeholders.
  • Develop and manage program schedules, work plans, budgets, priorities, and resource allocation to support timely project delivery.
  • Monitor program performance, identify risks and issues, implement corrective actions, and continuously improve operational efficiency.
  • Ensure compliance with applicable federal, Commonwealth, and local regulations, contractual requirements, and program policies, including CDBG-DR, CDBG-MIT, and other federally funded program requirements.
  • Coordinate and review program budgets, funding requests, scope modifications, and other significant program changes with PRDOH and project stakeholders.
  • Review project progress, schedules, cost performance, quality metrics, and implementation milestones to support effective program management and decision-making.
  • Analyze program data and performance metrics to identify trends, support reporting requirements, and inform strategic decisions.
  • Prepare, review, and present reports, executive briefings, and program updates for PRDOH, Tetra Tech leadership, and other stakeholders.
  • Support change management, quality assurance, risk management, and resource planning activities throughout the program lifecycle.
  • Maintain effective communication with clients, regulatory agencies, municipalities, consultants, subcontractors, and internal project teams.
  • Participate in program meetings, leadership briefings, stakeholder engagements, and other activities necessary to support successful program delivery.
  • Perform other duties as assigned.

Required Qualifications:
  • Bachelor's degree from an accredited college or university in Engineering, Architecture, Construction Management, Project Management, or a closely related field.
  • Minimum of ten (10) years of project management experience overseeing construction, engineering, infrastructure, or related capital improvement projects.
  • Minimum of five (5) years of experience managing federally funded programs, including disaster recovery, infrastructure, housing, resilience, or similar initiatives.
  • Demonstrated experience leading multidisciplinary teams and managing complex projects involving multiple stakeholders.
  • Working knowledge of federal grant compliance requirements, including CDBG-DR, CDBG-MIT, FEMA, or similar federally funded programs.
  • Strong leadership, organizational, analytical, and problem-solving skills.
  • Experience managing project schedules, budgets, risks, performance metrics, and contractual deliverables.
  • Excellent written and verbal communication skills in both English and Spanish.
  • Ability to manage multiple priorities in a fast-paced, collaborative environment.
  • Must reside in Puerto Rico.
  • Valid driver's license with a clean driving record.

Preferred Qualifications:
  • Project Management Professional (PMP) certification or other relevant professional credential.
  • Ten (10) or more years of experience managing power generation, renewable energy, or resilience infrastructure projects.
  • Experience supporting the Puerto Rico Department of Housing or other Commonwealth agencies.
  • Experience managing multidisciplinary consulting teams under large federal contracts.
  • Familiarity with Puerto Rico permitting processes, infrastructure programs, and public-sector procurement.

Physical Requirements:
The employee must be able to travel to project sites throughout Puerto Rico and perform occasional field visits, including walking over uneven terrain and lifting up to 35 pounds when necessary.
Work Environment / Environmental Factors:
This is a hybrid position based in Puerto Rico. Employees are expected to work from the San Juan/Guaynabo or Orocovis office at least two (2) days per week, with remote work available on remaining days based on business needs.
Compensation:
The anticipated salary range for this position is $120,000-$140,000, commensurate with experience, qualifications, and geographic location. Actual compensation will be determined based on factors including education, experience, certifications, and internal equity.

  • Work Schedule: Monday-Friday, 8AM-5PM (no expected overtime)
  • Travel Requirements: 10%-20% (for supervision/coordination activities)
