Job description

INTRODUCTION
This position is located in the Department on Disability Services (DDS), Developmental Disabilities Administration (DDA), Service Planning and Coordination Division (SPCD). This position provides supervisory oversight of the Eligibility Unit and assigned Continuing Service Coordinators within the SPCD. The incumbent in this position ensures consistent, person-centered, legally compliant, and fiscally responsible eligibility determination and service coordination across both functions.
MAJOR DUTIES
  • Provides leadership and supervision to Eligibility Service Coordinators and assigned Continuing Service Coordinators, including planning work, assigning cases, monitoring workload, evaluating performance, approving leave, coaching staff, identifying training needs, and administering progressive discipline.
  • Serves as the Division's expert resource on eligibility determinations, HCBS waiver requirements, service coordination practice, disability policy, and applicable laws and regulations.
  • Oversees eligibility determinations, reviews Functional Skills Assessments (FSA), Level of Need (LON) assessments, HCBS waiver applications, approves Individual Support Plans, supporting documentation, participates in eligibility meetings, and case transfers for quality, accuracy, and timeliness.
  • Supervises continuing service coordination activities performed by assigned Continuing Service Coordinators, including review and approval of Individual Support Plans (ISPs), monitoring activities, face-to-face visits, referrals, documentation, and follow-up on identified needs.
  • Ensures individuals receive coordinated services that address medical, behavioral, residential, vocational, educational, social, rights, advocacy, and community support needs while maximizing natural supports and appropriate funding sources.
  • Provides technical guidance regarding crisis management, incident response, hospitalization, nursing facility placement, guardianship issues, mortality reporting, health and safety concerns, and other high-risk situations.
  • Reviews court reports, court orders, status reports, and legal documentation; identifies potential rights, compliance, or fiscal concerns and coordinates with management and legal counsel as appropriate.
  • Monitors quality indicators, conducts quality reviews, analyzes trends, develops corrective actions, and implements continuous quality improvement initiatives across eligibility and continuing services.
  • Ensures accurate documentation, record maintenance, statistical reporting, database integrity, and compliance with agency policies, HCBS requirements, and professional documentation standards.
  • Coordinates with provider agencies, community partners, University Centers for Excellence in Developmental Disabilities Education, hospitals, clinics, nursing facilities and other District of Columbia agencies such as the Department of Health Care Finance (DHCF), the Department of Behavioral Health (DBH), D.C. Public Schools (DCPS), Adult Protective Services (APS), Child and Family Services Administration (CFSA), the Department of Employment Services (DOES), Department on Aging and Community Living (DACL) to resolve service delivery issues.
  • Interprets policies, procedures, legislation, and program guidance; trains and mentor staff; participates in workgroups, committees, and special projects; recommends operational improvements.
  • Supports staff using coaching, counseling and progressive disciplinary as needed. Seeks the support of the human resource team where applicable.
  • Responsible for interpreting and providing guidance to subordinate staff on new and proposed legislation, policy, and procedures. Ensures that assigned service coordinators are trained on record keeping, documentation, policies, protocols, court orders and the coordination of service. Ensure that assigned SCs attend mandatory training sessions.
  • Provides technical suggestions and recommendations to program managers on program activities. Monitors the work of the service coordinators relative to specific eligibility criteria, housing options, state plan and other community-based support options as well as disability services laws and mandates.
  • Conduct team meetings to identify and identify and address gaps in service delivery, recommending plans of action to address concerns and gaps in service delivery. Elevate concerns, issues that remain unresolved, and those which may have potential impact on the health, safety, and service delivery of individuals supported.
  • Ensures all applications as well as supporting documentation are uploaded and stored according to DC record keeping standard and health insurance
  • Serves as an active participant on special projects, committees, task forces and work groups for the purpose of improving the delivery of program services. Participates in supervisory conferences, training, and workshops, and remains fully informed in matters of service provision to persons with disabilities, policies, procedures, and related practice issues.
  • Plans work to be accomplished by subordinates, sets and adjusts short-terms priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; approves and disapproves leave; develops performance standards and evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the organization; recommends appointment, promotion, or reassignment to such positions; hears and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures, such as warnings and reprimands, other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training; periodically reviews position descriptions for accuracy; and finds ways to improve production or increase the quality of the work supervised.
  • Performs other related duties as assigned.
QUALIFICATIONS
Applicant must have one (1) year of specialized experience at the next lower grade level. Six (6) years of related work experience in developmental disabilities, eligibility determination, HCBS service coordination, or related behavioral/social science programs demonstrating the knowledge, skills, and abilities required to supervise both eligibility and continuing service coordination functions.
Applicants must have met the qualifications requirements for this position by the closing date to be eligible for this position.
EDUCATION
Degree: Behavioral or Social Science, or related disciplines appropriate to the position.
OR
A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Education cannot be substituted for experience at this level.
LICENSURES, CERTIFICATIONS, AND OTHER REQUIREMENTS
A Licensed Independent Clinical Social Worker (L.I.C.S.W.) in the District of Columbia preferred.
Experience in making diagnostic assessments of complex socio-medical, individual, and family problems preferred.
WORK EXPERIENCE/KNOWLEDGE REQUIRED
Expert knowledge of DDS policies, HCBS waiver requirements, eligibility determination policy and procedure, and service coordination.
Knowledge of disability laws, person-centered practices, quality management, and program administration.
Experience reviewing complex clinical, psychological and psychiatric assessments.
Ability to supervise multidisciplinary staff, analyze complex cases, resolve operational issues, and implement process improvements.
Ability to communicate effectively, prepare reports, interpret policy, and collaborate with internal and external partners.
Professional knowledge of a wide range of concepts, principles, and practices of behavioral or social science delivery systems acquired through professional education, or a combination of education and experience or substantive experience that demonstrates knowledge of one or more of the behavioral or social sciences sufficient to perform the duties of the position.
Proficiency in reviewing multiple sources of information, analyzing records, and utilizing the gathered data to substantiate diagnoses essential for establishing eligibility for services. Ability to prepare programmatic and statistical reports.
Ability to develop, implement and maintain procedures, administrative monitoring practices and controls coordinate work activities of the program to prevent delays in required actions or to improve programs or services.
Ability to establish and manage long- and short-term program goals; identify and resolve problems or conflicts and elevate issues to executive management.
Ability to identify and analyze significant trends and issues to forecast program requirements and determine feasible options to problems.
Ability to communicate effectively both orally and in writing for effective evaluation of program operations and milestones is required.
