Description
Position Summary:
The Program Manager is the senior-most delivery leader on the platform, accountable for the success of the entire program as it enters Phase 2. You will own the client relationship with agency leadership, direct up to 150 people multi-team Agile organization, and be responsible for cost, schedule, quality, and contractual performance across all workstreams. This role sets the delivery culture for the program, including our adoption of AI-augmented engineering practices.
Key Responsibilities:
- Own program-level scope, schedule, budget, and quality across all program workstreams
- Serve as the primary point of contact for client executive stakeholders, the COR, and contracting officers
- Direct a matrixed organization of 150+ staff spanning development, security, data, BA, and DevSecOps teams
- Lead Phase 2 staffing ramp: hiring plans, onboarding, badging, and subcontractor management
- Establish and run program governance: delivery metrics, EVM/financial reporting, and executive briefings
- Manage program-level risks, issues, and cross-workstream dependencies with documented mitigation plans
- Ensure contract compliance, deliverable acceptance, and responsiveness to client direction
- Champion agentic AI-augmented delivery practices (AI-assisted development, testing, and reporting) across the SDLC
- Partner with architects to keep technical roadmap, funding, and staffing aligned
- Foster a culture of accountability, transparency, and continuous improvement

Requirements
Non-Technical Requirements:
- Must be a U.S. Citizen.
- Must be willing to work a HYRBID Schedule (1-2 Days) in Reston, VA & client locations in the Washington D.C. area as required.
- Ability to pass a 7-year background check and obtain/maintain a U.S. Government Clearance
- Strong communication and presentation skills.
- Must be able to prioritize and self-start.
- Must be adaptable/flexible as priorities shift.

Required Qualifications:
- Active PMP certification
- Experience managing organizations of 150+ people on large federal programs
- 10+ years of program/project management experience, including federal IT modernization
- Demonstrated experience with Agile delivery at scale and earned value / financial management
- Bachelor's degree in a relevant field
Preferred Qualifications:
- PgMP or SAFe certification
- Financial-regulatory or filing-systems domain experience
- Familiarity with AWS cloud programs and AI-augmented SDLC tooling
- Experience leading capture/transition into new contract phases
Salary Description
$200,000-$220,000 (based on pertinent experience)
