Job description

Job Title: Program Manager   
 
Position Overview: 

BLN24 has an exciting opportunity for an experienced Program Manager supporting the National Oceanic and Atmospheric Administration. Serving as the primary interface with NOAA leadership, the Program Manager provides strategic direction, operational oversight, workforce leadership, and performance management across multiple research and mission-support initiatives. The ideal candidate is a proven leader with experience managing complex Federal programs, large portfolios, and geographically dispersed teams in dynamic, mission-focused environments. 

 
Key Responsibilities: 

  • Serve as the primary point of contact between NOAA and contractor personnel for all contract-related matters.  

  • Provide overall leadership and oversight of contract operations, personnel, subcontractors, and task order activities to ensure compliance with quality, cost, schedule, technical, and contractual requirements.  

  • Experience developing and implementing program management plans, staffing plans, project schedules, risk management processes, governance frameworks, and performance reporting mechanisms. 

  • Provide executive briefings, status updates, presentations, and recommendations to NOAA leadership, CORs, Program Managers, and other stakeholders.  

  • Monitor progress against milestones, deliverables, and performance objectives; implement corrective actions and oversee Quality Control Plans to ensure high-quality products and services.  

  • Lead workforce planning, recruitment, onboarding, retention, and resource allocation to ensure readiness and continuity of operations, including execution of Transition-In and Transition-Out Plans.  

  • Oversee preparation and submission of project and financial reports and other contract deliverables, ensuring timely communication of program status, risks, and dependencies to NOAA stakeholders. 

 
Required Qualifications: 

  • Bachelor's Degree in Management, Business Administration, Engineering, Environmental Science, or related scientific, technical, or management discipline. 

  • Current Project Management Professional (PMP) certification. 

  • Minimum ten (10) years of progressively responsible experience managing complex Federal programs, contracts, task orders, or multidisciplinary teams. 

  • Demonstrated experience managing cost, schedule, staffing, technical performance, risk, quality, and deliverables for Federal or mission-support programs. 

  • Strong organizational, analytical, problem-solving, and leadership skills with the ability to communicate effectively across executive, technical, and stakeholder audiences. 

  • Experience supporting NOAA, Department of Commerce, or other Federal scientific, environmental, or research organizations. 

  • Ability to obtain and maintain required NOAA facility, security, and IT access.
