Job Description

The Workforce Planning and Compliance unit within DOB's Human Resources and Employee Experience (HREX) division plays a critical role in supporting the agency's mission by breaking down silos, fostering collaboration, building and maintaining relationships with leaders as well as advising and guiding internal customers on job and organizational design, the Personnel Action Request (PAR) process, and compliance with civil service and employment laws, rules, regulations, and policies. In addition, the unit's impact helps standardize internal processes and procedures that relate to employee experience, such as recruitment, retention, labor relations, and professional development.
Under direction of the Director, Workforce Planning and Compliance, you would:
- Manage organizational development projects
- Conduct organizational analyses to assess employee experience, identify skills gaps, escalate talent risks, and prioritize action planning
- Review proposed personnel actions that may impact organizational structure, operational efficiency, and regulatory compliance
- Advise employees on matters related to civil service law and title classification in NYC government
- Act as a liaison between Department of Citywide Administrative Services (DCAS) and DOB, support the development of civil service exams by recruiting DOB subject matter experts
- Perform qualification reviews for civil service titles to maintain compliance with Agency and City rules, regulations, and policies
- Prepare submission of Personnel Action Requests (PARs) to the Office of Management and Budget (OMB) and act as a liaison with OMB regarding PARs and related matters
- In partnership with the employee engagement and recruitment teams, develop marketing strategies to recruit and retain underrepresented populations (ex: women and/or BIPOC)
- Maintain and audit personnel databases and other records for reporting purposes (ex: headcount, trackers, org charts, archives, etc.); manage reporting on personnel data
- Collaborate with the Office of Equal Employment Opportunity (EEO) and recruitment team on the development and maintenance of structured interview questions used to hire inspectorial, technical, clerical, and administrative staff
- In partnership with youth engagement team, secure year-round student pipeline from local high schools, colleges, and graduate schools
- Support the development of succession planning strategies for the Agency
- Manage the development of the Agency's skills inventory
- Assist with, coordinate, and execute various policy reviews and other major human resources projects, including the anticipation and identification of emerging issues, trends, and problems
- Manage, develop, and coach full-time and part-time staff
MINIMUM QUALIFICATION REQUIREMENTS
A baccalaureate degree from an accredited college and two years of satisfactory, full-time experience related to the projects and policies to be studied in the particular position.
