Job Summary

The Clinical Informaticist III serves as a senior clinical informatics principal supporting the VHA Office of Clinical Informatics (OCI) in the stabilization, recovery, and Post Go-Live (PGL) operation of the Oracle Health Federal Electronic Health Record (EHR). This oversight-level expert provides clinical credibility across the full team, spanning clinical and business informatics, and leads the assessment, refinement, and continuous improvement of clinical information systems and clinical decision support (CDS) during EHR Go-Live surge events and ongoing PGL Operations.

Primary Responsibilities
  • Assess information and knowledge-based needs of healthcare professionals and patients across live Oracle Health sites.
  • Characterize, evaluate, and refine clinical processes and workflows impacted by the Federal EHR; lead workflow stabilization and optimization efforts.
  • Develop, implement, and refine clinical decision support (CDS) systems, content, and knowledge artifacts to standardize and improve clinical safety and performance.
  • Lead or participate in the procurement, customization, development, implementation, management, evaluation, and continuous improvement of clinical information systems, including electronic health records and order-entry systems.
  • Provide senior-level triage, analysis, and remediation of clinical workflow, configuration, safety, interoperability, and data-quality issues arising during Go-Live and PGL Operations.
  • Perform informatics risk analysis and safety impact assessments consistent with VHA patient safety standards; recommend and track mitigations.
  • Provide oversight, mentorship, and quality review for Clinical Informaticist II staff and other informatics team members; may manage others.
  • Support the Tiered Hub process for prioritization, issue management, and resolution of NSRs and issue tickets.
  • Contribute clinical informatics expertise to weekly and monthly task order reporting and COR engagements.
Minimum Qualifications
  • Master's degree (MA/MS).
  • Minimum 10 years of relevant clinical informatics experience.
Desired Qualifications
  • Experience with Oracle Health (Cerner) Millennium in a live hospital or health system environment.
  • Experience with VA/VHA clinical systems (VistA/CPRS) and EHR modernization programs.
  • Active clinical licensure or prior clinical practice background (e.g., RN, pharmacist, allied health).
  • Experience supervising or leading informatics teams during EHR go-live and stabilization.

Additional Requirements (All Positions)

  • Ability to read, write, speak, and understand the English language.
  • Ability to obtain and maintain a favorable VA background investigation at the Low Risk / NACI level, including electronic fingerprinting and e-QIP submission.
  • All work must be performed within the United States; remote work is performed via VA-approved remote access (Citrix Access Gateway) in accordance with VA Handbook 6500 requirements.
  • Availability for occasional CONUS travel to VA Medical Centers (approximately 5-day site visits) in support of EHR Go-Live and Post Go-Live activities, as authorized by the Government.
  • Proficiency with Microsoft Office 365 applications; working knowledge of SharePoint Online, Power Apps, Power Automate, and Power BI is strongly preferred per the task order Quality Assurance Surveillance Plan.
