SUMMARY
We are looking for an experienced Director of Quality, to join our Brightline West team. This individual will be responsible for implementing a program-wide Quality Verification ("QVe") program providing oversight to and verification of comprehensive Quality Validation ("QVa") and Quality Control ("QC") program(s) developed and implemented by the contractor(s).
This role has broad accountability for ensuring that Brightline West's specified quality standards and technical contract requirements for the project are met and documented on a contemporaneous basis throughout the project. This individual will be part of team for the delivery of this major high-speed rail infrastructure program, including rail alignment earthwork and grading; freeway widening; retaining walls, fixed and movable bridges; underpasses; trenches; rail bed construction; track construction including switch installation; signal system installation, testing and commissioning; fiber optic communications cable construction and commissioning; auxiliary and traction power installations; overhead catenary system installation; utility relocation; building construction including large scale site work; and interior finishes construction.
PRIMARY RESPONSIBILITIES
  • Comprehension and fluency with requirements for the project, including plans, technical specifications, and the contract(s).
  • Understanding of the micro and macro project objectives.
  • Review and approval of the Contractor's Quality Management Program.
  • Develop, Implement, and monitor the Quality Verification program to ensure compliance with the FRA, DOTs, and Third-Parties requirements.
  • Outline the project delivery procedure to achieve Project Acceptance in accordance with the Contract requirements.
  • Determining and examining the truth or accuracy of the Contractor's Quality Validation processes.
  • Plan and conduct the audits of quality processes, procedures, and activities.
  • Assuring the Contractor's enforcement of sub-tier quality control programs for subcontractors, fabricators, and material suppliers.
  • Interpretation of specifications.

REQUIRED AND PREFERRED EXPERIENCE
  • BS Civil Engineering, Building Construction, Construction Management, or Engineering Technology, or demonstrated equivalent experience.
  • Broad knowledge of standards in the construction industry, including civil, rail, and building construction.
  • Minimum 15 years' experience in quality management in the construction industry.
  • Minimum 5 years of major design-build construction management experience. • Must be a Registered Professional Civil Engineer in the State of California.
  • Prior experience in owner-side quality management on design-build projects.
  • Prior large-scale civil engineering experience, preferably including rail systems.
  • Demonstrated prior experience writing and administering quality control and validation programs.
  • Demonstrated ability to work within project team and to achieve project objectives.

Brightline West offers a competitive salary and robust benefits package for full-time positions. The salary range for this position is $165,000 - $210,000. Actual salaries will vary based on experience, education, budget, project, and location.
