Program / Project Controller
Location: Falls Church, VA Summary:
3 Reasons Consulting is seeking a Program / Project Controller to provide senior-level program governance, operational oversight, and portfolio management support across ESA-BAD initiatives. This position serves as a strategic advisor to leadership in establishing division-wide program standards, templates, reporting methodologies, and project controls that strengthen execution consistency and operational visibility. Key Responsibilities:
Develop and maintain program management standards and governance processes
Create templates, workflows, and reporting frameworks for division-wide use
Lead operational oversight for major initiatives and special projects
Support executive decision-making through analytics and reporting
Monitor portfolio health, milestones, and program performance indicators
Establish project controls for schedule, scope, and deliverable accountability
Coordinate cross-functional program reviews and status assessments
Lead Common Data Model project coordination and reporting development
Identify operational risks and recommend mitigation strategies
Support executive communications and strategic planning initiatives
Required Qualifications:
Bachelor’s degree in Business, Management, IT, or related field
Must be a U.S. citizen and able to successfully pass a federal government background investigation
7+ years of program or portfolio management experience
Strong governance, reporting, and strategic planning experience
Exceptional communication and leadership skills
Advanced Excel / Power BI / reporting experience
Strong organizational change and process improvement capability
Preferred Qualifications:
PMP certification
Experience in federal portfolio governance
Experience developing PMO standards and frameworks
Familiarity with data modernization initiatives
