Job description

Amyx is seeking a senior Program Manager / Program Director to lead execution of the DHS Countering Weapons of Mass Destruction (CWMD) Advisory & Assistance Services (A&AS) contract. This role is accountable for full lifecycle program management across a complex, multistakeholder federal enterprise environment, delivering programmatic, analytical, technical, and advisory support to CWMD leadership and its successor organizations. The ideal candidate brings deep DHS and/or CWMD mission experience, proven success managing large, integrated A&AS portfolios, and the ability to operate effectively during organizational transition and restructuring. This role functions as the senior interface between Amyx, Government program leadership, CORs, and mission partners while ensuring delivery excellence, compliance, and cost control in a highly scrutinized federal environment.


Program Leadership & Contract Execution


*Serve as the single point of accountability for overall contract performance, including scope, schedule, cost, quality, and risk.
*Lead daytoday execution of A&AS task areas, including program management, systems engineering support, information analysis, reporting, outreach, and scientific/technical advisory services.
*Direct and integrate multidisciplinary teams supporting CWMD mission areas, including CBRN threat analysis, risk assessments, partner engagement, and capability gap analysis.

Government Engagement & Stakeholder Management
*Act as primary liaison with DHS CWMD leadership, CORs, Government PMs, and senior stakeholders across DHS components and interagency partners.
*Facilitate recurring Monthly Status Reports, Quarterly IPRs, executive briefings, and ad hoc decision support sessions.
*Support Government leadership during organizational restructuring and mission realignment, maintaining continuity of advisory support and delivery.

Financial & Performance Management
*Manage program budgets, burn rates, and forecasting in alignment with FirmFixedPrice (FFP) or hybrid contract models.
*Track and report contract metrics, SLAs, risks, and issues; implement mitigation strategies to safeguard performance and compliance.
*Ensure program execution aligns with LPTA or costsensitive acquisition environments, emphasizing productivity, automation, and efficiency.

Workforce & Team Management
*Lead, mentor, and retain a highperforming team of Program Managers, Task Leads, SMEs, analysts, and support staff.
*Ensure proper staffing coverage, onboarding, training, and knowledge transfer across all task areas.
*Foster a culture of accountability, mission focus, and proactive problem solving.

Process Improvement & Automation
*Identify opportunities to automate reporting, analytics, workflow tracking, and performance monitoring to reduce cost and improve decision timeliness.
*Apply continuous improvement practices (e.g., Lean, Agile, Six Sigmainspired approaches) to improve delivery efficiency without sacrificing quality.
*Drive standardization of artifacts, dashboards, and reporting across the CWMD portfolio.

Compliance & Risk Management
*Ensure compliance with DHS contractual, security, privacy, records management, and quality standards.
*Oversee internal quality assurance processes aligned with ISO/CMMIbased practices where applicable.
*Proactively manage program risks and issues, escalating when necessary with clear recommendations.


*15+ years of progressively responsible experience in federal programs, including 10+ years in program or portfoliolevel management.
*Demonstrated experience managing large A&ASstyle contracts ($50M+ total value preferred) for DHS, DoD, or IC customers.
*Direct experience supporting CWMD, CBRN, homeland security, intelligence analysis, threat analysis, or risk assessment missions.
*Proven ability to operate effectively in complex, evolving organizational environments, including Government reorganizations.
*Strong working knowledge of federal acquisition environments, COR interactions, and performancebased contract delivery.
*Excellent executive communication skills (written and verbal), with experience briefing SESlevel leadership

*Prior experience supporting DHS CWMD, CISA, CBP, TSA, DTRA, or related national security mission sets.
*Experience managing contracts during agency transitions or mission realignment.
*Familiarity with analytics, dashboards, and performance metrics* used to support executive decisionmaking.
*Experience leading multiprime or subcontractor teams.
*PMP, PgMP, or equivalent program management certification.
*Lean Six Sigma, Agile, or changemanagement certifications.
