POSITION DUTIES

The Comptroller of Maryland (COM) is seeking a driven leader to serve as the Director for COMStat, ourperformance management and public accountability system. This critical role will lead the developmentand implementation of data-driven performance management systems that improve processes, enhanceperformance, and ensure accuracy across all operational divisions of the agency. As a leader in one of thestate's largest transformation initiatives, you will play a pivotal role in modernizing our operations anddriving government effectiveness through data and technology.\r\n\r\n\r\nThe successful candidate will:\r\n\r\n\r\n\r\n\r\n Be a self-starter with superb analytic rigor.\r\n Possess a commitment to advancing equity and outcome-oriented leadership.\r\n Most importantly, be a highly-engaged collaborator and partner who will help to support the Comptroller'svision for transforming the 1200-person agency and improving opportunities for our communities, small businesses, and families in the State of Maryland.\r\n\r\n\r\n\r\nThis position will be responsible for structuring internal data reporting and performing analysis whichdrives executive decision-making. The successful candidate will support the COMStat team as a lead inareas of data governance, analysis, and coding. They will work side-by-side with the team's data analyststo review data, build analytics, and design visual dashboards. Additionally, this position will lead COM'scommitment to transparency through reporting to external stakeholders and creation of a meaningful,impactful Open Government Data system.\r\n\r\n\r\n\r\nPLEASE NOTE: Resumes will not be accepted in lieu of completed applications.\r\n

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in a science-related field from an accredited college or university, or a higher degree in one of the following areas:\r\n\r\n\r\n\r\n\r\n Business Administration or Management\r\n Data Science\r\n Data Analytics and Visualization\r\n Mathematics\r\n Computer Science\r\n Or a closely related field\r\n\r\n\r\n\r\n\r\nExperience: At least two years of demonstrated experience in:\r\n\r\n\r\n(1) the establishment and maintenance of aperformance management program,\r\n(2) the maintenance, documentation, analysis, and reporting oforganizational data, AND\r\n(3) leveraging data and data visualizations to inform executive decision-making,satisfy regulatory requirements, or meet organizational goals in transparency.\r\n\r\n\r\n** For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.html.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n A Master of Science or equivalent or higher degree in one or more of the following fields: BusinessAdministration/Management, Data Science, Data Analytics & Visualization, Mathematics, Computer Science, or similar field of study.\r\n Five or more years of experience in designing, operating, or managing a performance management anddata analytics program, including experience working with Teradata or similar data storage technologies.\r\n One year or more years of experience in designing, operating, or managing an Open Government Dataprogram.\r\n Three or more years of experience creating reports, dashboards, and other data visualizations usingTableau and PowerBI.\r\n Three or more years of experience working with SQL and R or Python.\r\n \r\n\r\n
