What You’ll Do

As a Program Director, you will:

• Holds full responsibility for all programmatic, administrative, financial, and operational aspects of the UAC LTFC program in compliance with the ORR Cooperative Agreement, applicable federal regulations, and all applicable ORR policies and procedures.

• Maintains regular and timely communications with ORR Federal Field Specialists, Project Officers, and other ORR staff regarding program operations, services, and finances.

• Supervises all direct program staff including the Lead Clinician, Lead Case Manager, Lead Medical Coordinator, PSA Compliance Manager, Training Specialist, Education Liaison, Crisis Intervention Specialist, and Background Check Specialist.

• Works directly with the Apis HR team on all hiring, onboarding, and personnel matters for program staff.

• Oversees case management and clinical quality, ensuring children receive all required services per ORR policy and the Cooperative Agreement.

• Manages the program budget and ensures expenditures are consistent with the ORR-approved budget; escalates any required budget modifications to ORR for prior approval.

• Monitors program performance metrics, UAC Portal data quality, and compliance with all ORR reporting requirements.

• Ensures prompt dissemination, training, and implementation of new or updated ORR policies and procedures to program staff.

• Oversees all significant incident reporting in accordance with ORR policies, ensuring timely notification to ORR of adverse events, licensing actions, or staff misconduct.

• Ensures program maintains all required state residential care licensures and accreditations and notifies ORR of any anticipated or actual changes.

• Establishes a respectful and supportive workplace environment consistent with ORR’s Code of Conduct requirements.

• Develops, reviews, and maintains internal policies and procedures in compliance with the ORR Cooperative Agreement.

• Submits quarterly performance reports and financial reports to ORR via GrantSolutions and the Payment Management System (PMS) in accordance with required timelines.

• Participates in ORR-required monthly and quarterly status meetings with ORR Project Officer and Federal Field Specialist.

• Supports continuation application preparation and organizational planning.

• Exercise independent judgment consistent with program policy, ORR requirements, and applicable law.

• Communicate effectively, verbally and in writing, with children, families, and staff.

• Maintain regular, reliable attendance and respond promptly to program needs, including outside standard business hours when required by the role.

Qualifications

Required:

• Must be at least 21 years of age.

• Master of Social Work (MSW) or equivalent master’s degree in education, psychology, sociology, or other relevant behavioral science; OR Bachelor’s degree plus 5 years of experience in child welfare administration or child protective services.

• In addition to the above: minimum of 2 years of experience in program management OR 2 years as a director of a licensed childcare program.

• Must possess the administrator’s license for the care provider facility if required by Pennsylvania state licensing.

• Demonstrated knowledge of ORR policies, child welfare regulations, and federal grant management.

• Excellent verbal and written communication skills. Outstanding interpersonal and stakeholder engagement skills. Strong organizational skills and attention to detail. Ability to function well in a high-paced, compliance-intensive environment.

Preferred:

• Experience managing multidisciplinary teams in a residential or foster care setting is strongly preferred.

• Knowledge of Pennsylvania child welfare licensing requirements preferred.

Schedule

• Full-Time / Exempt

• This position is based across two work locations, Bethlehem and Doylestown. The employee will be required to report to and work from both offices as necessary and assigned.

Physical Requirements

• Ability to sit at a meeting table or desk, stand, walk, bend, lift, reach, stoop, twist, climb steps, drive a vehicle, and assist individuals as needed.

• Ability to perform essential job functions with or without reasonable accommodation.
