FINANCE DIRECTOR

General Definition of Work

The Town of Spring Lake seeks a qualified and experienced professional to serve as Finance Director. This position performs complex administrative and professional work directing, planning, organizing, and managing the financial operations of the Town.

The Finance Director serves as a key member of the Town's management team and advises the Town Manager and Board of Commissioners on financial matters, long-range fiscal planning, financial policies, and the overall financial condition of the Town.

Work is performed under the general direction of the Town Manager with considerable independent judgment. Supervision is exercised over Finance, Billing and Collections, Payroll, and other personnel or functions as assigned by the Town Manager.

Essential Duties and Responsibilities

  • Directs and manages the Town's financial operations, including accounting, accounts payable, payroll, purchasing, billing and collections, cash and investments, capital assets, debt, grants, and financial reporting.
  • Ensures financial operations comply with the North Carolina Local Government Budget and Fiscal Control Act, North Carolina Local Government Commission requirements, governmental accounting standards, Town policies, and other applicable laws and regulations.
  • Develops and maintains appropriate financial policies, accounting procedures, financial systems, and internal controls to safeguard Town assets and ensure accurate financial reporting.
  • Leads the preparation, presentation, and administration of the Town's annual operating and capital budgets and monitors revenues and expenditure throughout the fiscal year.
  • Monitors the Town's overall financial condition, including fund balance, cash flow, revenues, expenditures, investments, and debt obligations, and develops financial forecasts and long-range fiscal plans.
  • Manages the annual external audit process and coordinates required financial statements, reports, audit responses, and the Annual Comprehensive Financial Report (ACFR).
  • Oversee debt and financing activities, grants, capital assets, banking and investment activities, insurance, and other assigned financial programs.
  • Recruits, trains, supervises, develops, and evaluates Finance, Billing and Collections, Payroll, and other assigned personnel and establishes departmental priorities and work standards.
  • Advises the Town Manager and Board of Commissioners on financial matters and prepares financial analyses, recommendations, reports, and presentations to support sound decision-making.
  • Works collaboratively with department directors, auditors, financial institutions, governmental agencies, and other partners to address financial matters and promote organizational efficiency and accountability.
  • Maintains current knowledge of laws, regulations, governmental accounting standards, and best practices affecting municipal finance.
  • Performs other duties and responsibilities as assigned.

Minimum Qualifications

Bachelor's degree from an accredited college or university with significant coursework in accounting, finance, business administration, public administration, or a closely related field and six or more years of progressively responsible governmental finance, accounting, budgeting, or financial administration experience, including at least three years of supervisory or management experience; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Preferred Qualifications

  • Master's degree in accounting, finance, business administration, public administration, or a related field.
  • Municipal or local government finance leadership experience.
  • Experience with governmental accounting, budgeting, auditing, financial reporting, debt administration, and capital financing.
  • Experience working with the North Carolina Local Government Commission.
  • Experience advising a Town/City Manager or governing board on financial matters.
  • North Carolina Local Government Finance Officer Certification, CPA, CGFM, CPFO, or other relevant governmental finance credentials.

Special Requirements

  • Must meet applicable statutory requirements for an individual designated to perform the duties of Finance Officer for a North Carolina local government.
  • Completion of designated North Carolina local government finance training or certification may be required following appointment.
  • Valid North Carolina driver's license or ability to obtain one within a reasonable period following appointment.
