Job description

Summary All Native Group, a division of Ho Chunk, Incorporated, is seeking an exceptional Project Manager to serve as the BPA Program Manager and single overall point of contact for the Congressional Budget Office (CBO) under the SENTRY IT Support Services BPA. The Project Manager coordinates all tasks, deliverables, and personnel across task orders, reports out to CBO, and conveys information back to the Contractor and its personnel. The Program Manager and a designated alternate serve as key personnel with full authority to act for the Contractor on all matters relating to the contract. Essential Functions * Serve as the single overall point of contact between CBO, the COR, executive leadership, and the Contractor's technical teams. * Collaborate with stakeholders to define needs and objectives and translate business requirements into effective technical solutions and implementation plans. * Assign tasks to Contractor personnel and forecast labor burn rate; manage resources and budget across task orders. * Oversee daily progress, manage schedules, and ensure quality standards and deliverables meet CBO requirements. * Identify, assess, and mitigate technical and other project-related risks. * Prepare task proposals including budget and schedule development, and quantify detailed recommendations in written and verbal formats. * Develop policies, procedures, and work instructions and manage stakeholder expectations across multiple concurrent activities. * Ensure all work is documented with clear instructions for ongoing or recurring tasks so CBO can understand completed and required work. Competencies * Ability to communicate orally and in writing with senior-level executives. * Working understanding of IT and cybersecurity capabilities. * Strong attention to detail and ability to meet critical deadlines. * Expertise in execution and oversight of major federal IT programs. * Proficiency with project management tools and risk management. Supervisory Responsibility This position provides supervisory and management oversight of all contractor personnel, including work assignments, performance monitoring, coverage, and leave approval. At no time will contract personnel be supervised by CBO managers. Work Environment This job operates in executive settings with frequent engagement at the highest levels of Navy leadership. This role uses executive office equipment and classified communication systems. Physical Demands The physical demands are typical of executive positions, with extensive travel and high-stress decision-making requirements. While performing the duties of this job, the employee is regularly required to talk or hear. Position Type/Expected Hours of Work This is a full-time executive position with flexible hours based on mission requirements. Travel Extensive travel is expected for this position. Experience * Minimum of 5 years of program management experience (10+ years may substitute for the PMP certification). * Expertise in execution and oversight of major federal IT programs. * Demonstrated ability to meet critical deadlines and manage concurrent activities. Education Bachelor's degree in an IT-related field preferred. Additional Eligibility Qualifications PMP (Project Management Professional) certification, or a minimum of 10 years of program management experience in lieu of PMP.
