DIRECTOR, FINANCIAL MANAGEMENT SERVICES (FMS) – SELF-DIRECTED CARE (VDC) POSITION SUMMARY

The Director of Financial Management Services (FMS) – Self-Directed Care (Veteran-Directed Care preferred) is a senior operational leader responsible for building, optimizing, and managing the tactical and administrative infrastructure of an FMS operation. This role

ensures seamless integration across payroll, compliance, onboarding, vendor management, and participant support within self-directed care programs.


The Director translates strategic vision into scalable, compliant, and high-performing operational execution across multi-state or multi-program environments.


This individual must possess deep expertise in FMS/Fiscal Intermediary (FI) models, including Vendor Fiscal/Employer Agent (VF/EA) structures, and a comprehensive

understanding of how all functional components—payroll, tax compliance, budgeting, reporting, and participant services—interconnect to support self-directed care.


KEY RESPONSIBILITIES
  1. Operational Leadership & Execution 
  • Lead the day-to-day operations of FMS functions, including payroll processing, timesheet management, EVV, onboarding, and service delivery workflows.
  • Build and scale operational processes that support self-directed care programs
  • Translate VP-level strategic initiatives into detailed operational plans, workflows, and KPIs.
  • Ensure efficient coordination across intake, customer service, payroll, compliance, and reporting teams.
  1. Compliance & Regulatory Oversight
  • Ensure full compliance with applicable federal, state, and program regulations including:
    • IRS employer-agent (Section 3504) requirements
    • VA Veteran-Directed Care (VDC) guidelines
    • Department of Labor and State Labor Laws
  • Oversee internal audit readiness, documentation standards, and continuous compliance monitoring.
  • Oversee program integrity functions, including timely review and escalation of fraud, waste, abuse, neglect, and exploitation reports.
  • Partner with Legal/Compliance teams to maintain policies, SOPs, and controls.
  1. Financial & Payroll Operations
  • Oversee multi-EIN payroll operations supporting participants as common-law employers.
  • Ensure proper processing of:
    • Payroll, tax withholdings, unemployment insurance
    • Vendor payments and reimbursements
    • Worker eligibility and background checks
  • Maintain integrity of participant-level budgets and financial reporting.
  • Oversee accurate and timely processing of participant budgets, spending plans, authorizations, and direct care worker pay rate changes.
  1. Program & Participant Experience
  • Ensure timely, compliant delivery of a high-quality participant and caregiver experience across onboarding, training, and ongoing support.
  • Implement scalable service models that support participants acting as employers (Employer Authority and/or Budget Authority).
  • Partner with care teams, case managers, and external stakeholders to support person-centered outcomes.
  1. Vendor & Technology Management
  • Manage relationships with payroll providers, EVV systems, and FMS technology platforms.
  • Lead implementation and optimization of systems including: 
  • Timekeeping and EVV
  • Payroll engines
  • Participant portals
  • Ensure seamless integrations and data integrity across systems.
  1. People Leadership
  • Lead and develop cross-functional teams (payroll, compliance, onboarding, customer support).
  • Establish performance metrics, training programs, and accountability standards.
  • Foster a culture of operational excellence, compliance, and continuous improvement.
  1. Strategic Partnership with VP, FMS Operations
  • Serve as the primary operational partner to the VP, contributing to:
    • Growth strategy and new implementation of program
    • RFP responses and program launches
    • Operational scaling across regions or populations
  • Provide data-driven insights on performance, risks, and opportunities.
  • Support transformation initiatives (e.g., startup-to-scale transitions).


REQUIRED QUALIFICATIONS
  • Bachelor's degree in Business Administration, Healthcare Administration, Public Administration, or a related field required; equivalent combination of education and progressive leadership experience will be considered in lieu of degree. 
  • 2-4+ years of progressive leadership experience in one or more of the following:
    • Financial Management Services (FMS)
    • Fiscal Intermediary (FI) operations
    • Self-Directed Care / HCBS / LTSS programs/ VDC
  • Demonstrated experience building and/or scaling FMS operations
  • Deep knowledge of:
    • Medicaid self-direction models and regulations
    • Vendor Fiscal/Employer Agent (VF/EA) models
    • Payroll tax compliance and employer-agent structures
  • Experience managing multi-state or complex program operations
  • Strong leadership, communication, and cross-functional collaboration skills 

      PREFERRED QUALIFICATIONS

  • Experience with Veteran-Directed Care (VDC) programs
  • Familiarity with:
    • ACL guidance and VA program requirements
    • EVV systems and FMS technology platforms
  • Experience supporting RFPs, implementations, or new market entry
