Under the direction of the Arrowhead Regional Medical Center (ARMC) Chief Operating & Strategy Officer, the Director of Strategy provides executive leadership in the development and execution of hospital-wide strategic planning and business development initiatives.

These efforts are designed to measurably improve health outcomes and access to care across ARMC and its ambulatory network-San Bernardino County's only public safety net health system. This position serves as a key advisor to the Chief Operating & Strategy Officer and the executive leadership team, leading the development, alignment, and execution of high-priority strategic initiatives. The incumbent drives decision-making by fostering alignment among key partners, advancing implementation strategies, and ensuring initiatives support operational efficiency, effectiveness, and long-term organizational sustainability.

The Director of Strategy is a highly engaged and forward-thinking leader responsible for shaping and advancing growth and system-wide strategies. This role fosters strong community partnerships and oversees complex, high-impact projects that support ARMC's growth and market positioning. Responsibilities include leading cross-functional initiatives, identifying and analyzing market trends, and developing innovative programs and strategies that align with organizational priorities and community health needs.

The position provides direct oversight of strategy and business development functions, leads enterprise-wide projects through influence, and supervises staff responsible for managing professional contracts (e.g., providers, payors, and consultants) as well as staff responsible for legislative affairs activities. KEY RESPONSIBILITIES Strategic Planning & Growth Partner with ARMC executive leadership and medical staff to identify opportunities and risks related to service line development, organizational growth, and service expansion, including assessment of competitive positioning, market trends, and innovation opportunities. Develop and execute system-wide strategies that align with organizational priorities and community health needs, translating insights into actionable plans that drive growth and improve outcomes

Strategy Execution & Project Leadership Lead the planning and execution of large-scale, cross-functional strategic initiatives. Develop comprehensive implementation plans, ensuring initiatives are prioritized, sequenced, and appropriately resourced. Ensure projects are delivered on time, within scope, and within budget.

Organizational Alignment & Transformation Drive alignment across internal teams and key partners to ensure the successful execution of strategic initiatives. Guide cross-functional teams in identifying critical decisions; present recommendations to leadership with clear business cases, risks, and implications. Monitor progress and performance to ensure initiatives achieve intended operational, financial, and strategic outcomes.

Project Management & Performance Improvement Apply project management methodologies, including scope, schedule, budget, risk, and communication management, to support execution. Develop and manage detailed work plans, setting priorities based on organizational impact and urgency. Utilize data analytics, benchmarking, and performance metrics to drive continuous improvement, enhance quality, and reduce costs.

Collaboration & Operational Integration Facilitate collaboration across departments to ensure alignment, operational efficiency, and high-quality service delivery. Work closely with operational leaders, medical staff, and executive leadership to advance strategic priorities. Special Projects & External Engagement Lead and execute high-priority special projects in response to evolving organizational and market needs.

Minimum Requirements Candidates must meet both the Education and Experience requirements: Education: Bachelor's degree from an accredited institution in healthcare administration, business or public administration, public health, data science or analytics, finance, economics, health informatics, or other relevant field. -AND- Experience: A minimum of three (3) years of progressively responsible professional-level experience in a hospital or healthcare setting (e.g., academic medical center, complex hospital or health system, or public hospital/health organization) with primary responsibility for strategic planning, business development, physician/practice management, payor relations, program or project management, and/or conducting high-level research and data analysis to inform strategic decision-making with organization-wide impact, which included experience in a leadership role(s), with responsibility for leading or supervising staff, project teams (directly or through influence), and/or large-scale cross-functional initiatives

Desired Qualifications The ideal candidate will have a Master's degree in healthcare management, business, or a closely related field, and meet the following job knowledge, skills, and abilities: Proven track record of implementing operational efficiencies. Ability to communicate complicated matters in a simple, structured way to Executive Leadership. Ability to prepare presentations and speak effectively in various public forums.

Analytical skills and judgment to solve problems with limited information at hand. Demonstrated project planning, oral and written communications, and presentation skills are essential. Demonstrated effective interaction with senior-level executives.

Ability to generate innovative ideas to improve processes and efficiencies. A detailed-oriented individual with strong organizational skills. Proficient in Microsoft Word, Excel, Power Point, Project.
