Description
Tyler Technologies is seeking a Director of Technology for our Columbia, South Carolina office. As a member of the South Carolina leadership team, this individual will provide strategic and operational leadership for software development, infrastructure, cybersecurity, cloud platforms, and digital government solutions. The Director of Technology will partner closely with the General Manager and Director of Operations to deliver secure, scalable, highly available technology services that meet the evolving needs of government partners and constituents.
This role is responsible for establishing technology strategy, leading a high-performing technical organization, overseeing vendors and strategic partners, driving cloud transformation initiatives, and ensuring the successful delivery of technology solutions that support business growth, operational excellence, security, and innovation.
RESPONSIBILITIES
  • Manage and oversee technology infrastructure, applications, data platforms, and communications networks that support large volumes of Internet traffic and e-commerce transactions.
  • Provide strategic leadership for cloud-hosted, hybrid, and on-premises technology environments, ensuring scalability, security, resilience, and cost-effectiveness.
  • Develop and execute technology and cloud adoption roadmaps aligned with business objectives, partner expectations, and corporate technology standards.
  • Lead migrations from legacy on-premises environments to modern cloud-hosted platforms and SaaS solutions while minimizing operational risk and service disruption.
  • Manage application development and deployment of products and services utilizing the Microsoft technology stack (.NET/C#) and related platforms.
  • Lead, mentor, and develop technology professionals, including software developers, system administrators, and technical leaders; oversee hiring, performance management, succession planning, and employee development.
  • Establish and maintain DevOps, quality assurance, release management, change management, and automation practices that improve delivery speed, quality, and reliability.
  • Provide executive oversight of cybersecurity programs, including vulnerability management, incident response, identity and access management, security awareness, and regulatory compliance.
  • Ensure compliance with applicable corporate and industry standards, including PCI/DSS, ITIL, security, governance, and audit requirements.
  • Serve as a trusted advisor to executive leadership and government partners on technology strategy, digital transformation, modernization, and innovation initiatives.
  • Manage vendor, contractor, and strategic technology partner relationships, including cloud service providers and third-party solution vendors.
  • Develop annual technology budgets, resource plans, and investment strategies while maintaining financial accountability.
  • Monitor and achieve contractual service levels for availability, support responsiveness, incident resolution, performance, and transaction processing.
  • Drive innovation by evaluating and adopting emerging technologies that improve constituent experiences and business outcomes.
  • Communicate technology vision, priorities, risks, and performance metrics to executive leadership, partners, and team members.

QUALIFICATIONS
  • Bachelor's degree in Computer Science, Information Systems, Engineering, or a related discipline preferred.
  • Minimum of 10 years of progressively responsible technology leadership experience, including software development, infrastructure operations, cloud-hosted solutions, cybersecurity, and digital transformation initiatives.
  • Proven experience building, leading, and developing high-performing technology teams.
  • Current knowledge of enterprise technologies, web applications, Microsoft technologies (.NET/C#), content management systems, and digital service platforms.
  • Experience promoting, implementing, and supporting SaaS products and cloud-hosted solutions.
  • Experience implementing, managing, and optimizing technology platforms and custom applications within on-premises, hybrid, and cloud environments.
  • Demonstrated experience leading cloud transformation initiatives, including migration of applications, infrastructure, databases, and services from on-premises environments to public or private cloud platforms.
  • Experience designing, implementing, and operating cloud-hosted solutions using Microsoft Azure, AWS, Google Cloud Platform, or similar cloud technologies.
  • Strong understanding of cloud architecture, networking, cybersecurity, disaster recovery, business continuity, monitoring, governance, and cost optimization practices.
  • Experience with Agile, Waterfall, DevOps, and modern software delivery methodologies.
    Experience managing work within Atlassian Jira or similar work management platforms preferred.
  • Demonstrated ability to align technology strategy with business objectives and organizational growth.
  • Experience leading enterprise modernization, digital transformation, and organizational change initiatives.
  • Strong communication, leadership, organizational, prioritization, budgeting, and project management skills.
  • ITIL certification and relevant cloud certifications are preferred.
