Job description

Overview

The Director of Preconstruction position will be responsible for the oversight of the estimating operations. 

In general, this position will be responsible for cost preparation, proposal closeout/submittals and all other ancillary estimating functions for both public and private sector work, management of a 5-10 person estimating staff, compliance with corporate estimating practices, project budgets and the job control setup process. This position will report to VP of estimating.

This role is ideally based in one of our William Charles Construction offices across Illinois, Indiana, Missouri or Arizona.

Responsibilities
  • Complete estimating staff oversight including project assignments, estimate reviews, risk assessment, final bid close and submittal.
  • Self-perform preparation and ownership of estimates for overflow when estimating staff is backed up.
  • Monitor and review project opportunities and develop preliminary budget estimate and itemized summary for potential pursuit. Coordinate with VP of Estimating and regional managers for go/no-go decisions.
  • Salesforce management for opportunity tracking.
  • Post bid budget creation and project setup/ERP system interface for successful pursuits.
  • Develop and coordinate preconstruction meetings for project handoff to Operation teams.
  • Prepare and lead weekly estimating schedule, progress and proposal review meetings.
  • Work closely with Diversity Department to ensure compliance for all goals and requirements.
  • Identify critical issues and develop risk exposure summary with associated cost impacts.
  • Provide creative and innovative thinking to analyze and develop strategy and value engineering solutions.
  • Effective communication and interaction with clients, engineers, subcontractors and suppliers.
  • Present complete and accurate estimates to Executive Management for review and to ensure confidence in decision making.
  • Working in a team-oriented environment and provide training and mentoring to others.
  • Remain engaged with project and Operations Team throughout life of awarded projects.
  • Develop business relationships within the regional marketplace. Active in local networking and client sponsored programs.

Qualifications
  • Bachelor’s degree in Civil Engineering, Construction Management, or related field preferred. A combination of equivalent education and work experience may be considered in lieu of a degree.
  • Large scale DOT and Municipal hard bids (focus on INDOT) as well as private market pursuits.
  • Experience with alternative delivery methods such as Design Build, CMGC and P3 is a plus but not required
  • 10-15 years of experience in heavy civil construction estimating. Extensive experience in earth moving, underground utilities, structural concrete/bridge construction is preferred.
  • Prior experience managing an estimating team at a level of Chief Estimator, Estimating Manager or equivalent.

Knowledge/Skills/Abilities

  • Ability to manage estimating staff and complete estimate oversight.
  • Precise attention to details and exceptionally organized.
  • Highly motivated self-starter.
  • Must be capable managing time for self and for management of others and ability to prioritize and schedule efficiently.
  • Limited travel will be required for bid close meetings at Rockford or Springfield offices, pre-bids, site walks, owner meetings, home office events, etc.
  • Thrive in fast-paced environment with ability to deliver under deadlines.
  • Proficiency in Bid2Win or HCSS and exceptional Microsoft Office skills; Viewpoint Vista, Primavera P6, Bluebeam, Salesforce, AgTek and AutoCad experience is a plus.
  • Excellent analytical and mathematical skills.
